He stated <br />this request will be on the next Finance Committee agenda. <br /> <br />Couhcilmember Beyer stated she thought this issue would be on this agenda and the fact <br />that it isn't is an example of poor communication. <br /> <br />Case #8: Report from Road and Bridge Committee <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee met earlier and <br />discussed Sunwood Drive N.W. and the Environmental Assessment Worksheet Findings <br />of Fact. They recommended adopting the resolution included with this case. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt <br />Resolution g04-08-167 approving Findings of Fact g0368 and issuing a negative finding <br />for the Environmental Assessment Worksheet for Sunwood Drive N.W. connection <br />between Krypton Street N.W. and Industry Avenue N.W. (County Road #116). <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Case //9: Report from Finance Committee <br /> <br />Finance Officer Hart stated that the Finance Committee met earlier this evening and <br />discussed several issues. The first issue was the purchase of two pagers for the Fire <br />Department. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt <br />Resolution #94-08-168 authorizing the Capital Purchase of two digital pagers for the Fire <br />Department at a not-to-exceed cost of $900. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart stated that the second issue discussed was establishing a curbside recycling rate. <br />The City currently funds this program though grants from the County and the Landfill <br />Tipping Fee. If the City continues to use the Landfill Tipping Fee Fund as it is currently, <br />all monies will be exhausted by mid-1995. The franchise fee has been discussed and <br />proven futile. The alternative of billing the residents directly based on a cost of $3.05 per <br />quarter was also discussed. There are two factors that could raise this $3.05 amount and <br />that would be an increase in rates by the hauler and a change in the funding level from <br />Anoka County. This issue was discussed with four members present and the motion to <br />implement this billing failed with a tie vote. When the fifth member of the Committee <br />arrived, this issue was voted on again and a 3/2 vote recommended that Council approve <br />setting the curbside recycling rate beginning with the first quarter of 1995 - Anoka Electric <br />Cooperative will do the billing. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />Resolution #94-08-169 establishing residential rate for curbside recycling program and <br />implementation of such. The resolution directs that a line item be established on the utility <br />billing system currently provided through Anoka Electric Cooperative and that Staff <br />proceed with notification to all residential properties. <br /> <br />Motion carded.
