Case g7: Report from Fire Board

City Administrator Schroeder stated that the Fire Board reviewed information presented
regarding the process for filling the position of the Fire Chief. The Board voted to table
action on this issue until a determination can be made on the Assistant Fire Chief position.
Administrative Services Manager McAloney will contact the League of Minnesota Cities to
see if it is possible that this position can be termed Temporary Work Assignment. The
feeling of the Fire Board was that if the Assistant Chief position could be termed as such,
there would be more incentive to Work toward that position. Members of the Fire
Department who were present at the meeting were comfortable with the balance of the
proposed procedure..The second case dealing with' the posting for the position of Fire
Chief was also tabled. Mr. Schroeder stated that the Fire Board is recommending that
Council approve offering the position of volunteer Fire Fighter to Kelly Neameyer and
John Grewe.

Motion by Councilmember Hardin and seconded by Councilmember Beyer to approve
offering the position of volunteer Fire Fighter to Kelly. Neameyer and John Grewe and to
authorize proceeding with pre-employment examinations.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson
and Zimmerman. Voting No: None.

Mr. Schroeder reported that a night-time Fire Fighter has given a verbal resignation and the
Fire Board recommended that Council approve pulling one name from the top of the night-
time availability list to fill the position.

Motion by Councilmember Beyer and seconded by Mayor Gilbertson to approve pulling
one name.from the top of the night-time availability list to fill the position made vacant by a
resignation.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson
and Zimmerman. Voting No: None.

Mr. Schroeder noted that a previous member of the Fire Department who was injured in
October I990 has been found "fit" to serve on the Department again. He will be rejoining
the Department on September 7, 1994. The Board discussed the purchase of two pagers
for the two new Fire Fighters. The report from the Finance Committee will be asking for
action on this. Mr. Schroeder stated that the Fire Board reviewed the Department's
Driving Policy and recommended an amendment to the section entitled Second Occurrence.
It should read as follows: The Fire Fighter will receive a second written warning. The Fire
Fighter will also be restricted to responding from the station only after the first two units
have left, for a period of 30 calendar days.

Motion by Councilmember Beyer and seconded by Mayor Gilbertson to approve the Fire
Department Driving Policy, as amended, and have it placed in the City of Ramsey Policy
Manual.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson
and Zimmerman. Voting No: None.

Mr. Schroeder informed Council that the Fire Department requested new helmets for each
of its members as the Department's Safety Officer Steve Wilson deems their present
helmets unsafe. Mr. Wilson bases his opinion on the fact that these helmets have not held
up under extreme heat and that they are no longer OSHA certified for a new purchase.
