Case #5: Request for Preliminary Plat Approval of Northfork Oaks; <br /> Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat <br />approval of another portion of the Northfork P.U.D. located in the northeast corner of the <br />property, The plat is to be named Northfork Oaks and consists of 29 acres proposed to be <br />platted into 14 single family lots. The developer has provided a concept plan for the <br />remaining 70 acres in this particular area to show a compatible development plan with the <br />14 lots proposed to be platted at this time. Ms. Frolik stated that the Planning Commission <br />conducted a public hearing and no written comments were submitted. However, Chuck <br />Delaney from Armstrong Kennels was present to express concerns with the plat. His <br />concerns are as follows: 1) exposure and liability associated with his ownership of the <br />land all around Eddy Lake in the event of trespassing by nearby residents of Northfork <br />Oaks; 2) the potential impact to the existence of his 'grandfathered' business as a result of <br />incoming residences so near his kennel facility; and 3) impact to Eddy Lake and other <br />wetlands resulting from the development of on-site septic systems to service the lots. Ms. <br />Frolik stated she spoke with Mr. Peck and he informed her that he and Mr. Delaney are <br />w. orking at addressing Mr. Delaney's concerns. <br /> <br />Mr. Dennis Peck was present and stated that they (he and Mr. Delaney) have not gotten as <br />far as he would like due to the Game Fair; however, he had been in contact with Mr. <br />Delaney's attorney and he trusts this will all be worked out shortly. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the <br />preliminary plat for Northfork Oaks contingent upon the developer compliance with City <br />Staff Review Letter dated August 9, 1994. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer and <br />Zimmerman. Voting No: None. Abstain: CouncilmemberHardin. <br /> <br />Case #6: Review Plans for Anoka County Community Action Program <br /> (ACCAP) House <br /> <br />Zoning Administrator Frolik reminded Council that $17,000 of Community Development <br />Block Grant was allocated to ACCAP for the purchase of a lot in Ramsey on which to build <br />a home for a low/moderate income family. The proposed house plans have been submitted <br />for Council's review. She described the home as a three bedroom/one bath home with <br />1,228 square feet on the main level. The lower level provides expansion space for two <br />more bedrooms, a family room and an additional bath. Ms. Frolik stated that Staff is <br />recommending that $5,000 of the net revenue be allocated to ACCAP for project upgrades <br />to ensure the project will be an improvement to the neighborhood. She listed the upgrades <br />as follows, fill, blacktop costs for over-extended driveway, maintenance free siding, side <br />walkout, establishment of turf, brick facade on the front of the lower level and a bay <br />window. The builder will be informed that upgrades to brick facade and bay window <br />should not be considered unless a yard has been established to the satisfaction of the City. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />approve the house plans prepared by Jernell Construction for the construction of a home on <br />Lot 3, Block 5, Beaudry's 2nd Addition and further to allocate $5,000 to ACCAP to be <br />used for project upgrades. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman, <br />Beyer and Hardin. Voting No: None. <br /> <br />City Council/August. 22, 1994 <br /> Page 9 of 17 <br /> <br /> <br />
