Case #4: Request for Preliminary Plat Approval of Chestnut Ridge 2nd <br /> Addition; Case of Good Value Homes <br /> <br />Zoning Administrator Frolik stated that Good Value Homes is requesting preliminary plat <br />approval of Chestnut Ridge 2nd Addition. The plat consists of 65 acres proposed to be <br />developed with municipal water and sanitary sewer and subdivided into 73 single family <br />lots. She explained that the property is zoned R-1 Residential, however, the northern half <br />of the plat is not in the Municipal Urban Service Area (MUSA). It is anticipated that this <br />portion of the Plat will be in the MUSA by this fall, with Meu:opolitan Council's approval <br />of the comprehensive plan amendment for a MUSA expansion. Sunwood Drive is <br />proposed to be extended west through the plat and no lots will have direct access onto this <br />MSA road. Ms. Frolik understood the development will occur in phases and the developer <br />must supply the City with a phasing plan. The developer is proposing to install the public <br />improvement as a private project with no financial participation on the part of the City. The <br />Park and Recreation Commission reviewed the plat and it was determined that park <br />dedication would consist of a cash payment. The Park Commission also requested that the <br />developer construct an off-roadway path parallel to Potassium Street N.W. for pedestrians <br />and bicyclists. This path construction is transportational in nature and is not park <br />dedication eligible. This off-roadway path was also planned for along Potassium Street <br />N.W. outside the plat boundaries of Chestnut Ridge 2nd Addition. The Park Commission <br />is requesting that the developer construct the off-roadway path outside the plat boundaries <br />of Chestnut Ridge 2nd Addition running south to 143rd and west to Emerald Pond Park. <br />The cost of path construction outside the boundaries of Chestnut Ridge 2nd Addition <br />would be credited toward the cash payment due for park dedication in Chestnut Ridge 2nd. <br />The recommendations of the Park Commission will be worked out with Mr. Peterson. She <br />stated that Mr. Derrick Passe is present to answer questions. The Planning Commission <br />and City Staff are recommending preliminary plat approval contingent upon compliance <br />with City Staff Review Letter and the recommendations of the Park and Recreation <br />Commission. <br /> <br />Mr. Passe stated that he read Staff's report and he feels, as does Mr. Peterson, that park <br />dedication and trail construction within this plat.should be deducted from park dedication. <br /> <br />Councilmember Zimmerman inquired how the City could be assured of the road alignment. <br /> <br />City Engineer Jankowski stated that the City is not assured it will go through exactly as <br />shown, if not, the preliminary plat could be modified. <br /> <br />Councilmember Zimmerman cautioned that the City would not want to end up buying <br />residential lots. He added that he would be in favor of this plat if Good Value Homes <br />wants to wait for final plat along the south until there is a final plat for Sunwood Drive. <br /> <br />Mr. Passe suggested if one lot is eliminated from the first phase, there is sufficient space to <br />maneuver Sunwood Drive. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve the <br />preliminary plat of Chestnut Ridge 2nd Addition, keeping in mind Councilmember <br />Zimmerman's comments on Sunwood Drive, and that an agreement with regard to Park <br />Dedication will be reached. <br /> <br />Motion carried.
