Mr.. Schroeder reported that the Finance Committee also discussed authorizing the <br />appraisal/acquisition of fight-of-way easements for utility extension for Anoka Electric <br />Cooperative. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />authorize .Staff to obtain proposals for appraisal/acquisition of right-of-way easements for <br />utility extension for Anoka Electric Cooperative. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, <br />Beyer and Peterson Voting No: None. <br /> <br />Mr. Schroeder stated that the case on COmmunity Education was tabled due to lack of time <br />and will be placed on the next Finance Committee agenda. <br /> <br />Case #10: Discuss Section #22 Drainage Concerns <br /> <br />City Engineer Jankowski stated that he can make contact with the affected property owners; <br />however, staking the properties can be best accomplished after the foliage is gone - <br />probably late October, early November. He stated he may still need some assistance <br />acquiring the necessary permits. <br /> <br />Councilmember Peterson inquired if Anoka County had been contacted with regard to <br />cleaning out Ditch//3. <br /> <br />Mr. Jankowski stated that the County has a process for this and such process was <br />attempted once, back in 1920. Mr. Jankowski suggested the City treat this as a public <br />improvement project and assess it. <br /> <br />Councilmember Hardin inquired what the cost would be for the engineering services. <br /> <br />Mr. Jankowski replied that with the survey, the legal descriptions, etc., the cost would be <br />approximately $3,000 to $4,000. <br /> <br />Mr. Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, stated that this issue <br />was on the Council table two weeks ago. The motion at that time was to have something <br />accomplished by this meeting. He stated there were surveyors in the area this week that he <br />assumed were for this project and that Staff was moving to a solution. However, the <br />surveyors were from the Department of Natural Resources. Mr. Hendriksen stated that <br />Anoka County and MarkHurd are surveying with leaves on the trees. <br /> <br />Mayor Gilbertson stated that Mr. Hendriksen built on low land and now he is complaining <br />about a drainage problem. Mr. Hendriksen's neighbors have commented on this same <br />thing. He added that Mr. Jankowski is doing what he can. <br /> <br />Mr. Hendriksen asked if Mr. Jankowski was told not to put this case on the agenda. He <br />added that the Mayor did not seem to be able to conduct this meeting in an impartial way <br />and if he could not conduct this meeting impartially, without threatening him, he should <br />appoint a co-chair to conduct the meeting. He continued that his building was built on a <br />building permit issued by the the City of Ramsey and was approved by the Building <br />Inspector at that time. <br /> <br />Mayor Gilbertson stated that the City is trying to take care of Mr. Hendriksen's concerns; <br />however, he should not expect that it can be taken care of in two weeks.
