CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on ~ August 22, 1994, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the regular City Council meeting to order at 7:08 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, stated that at the last <br />meeting, Council directed Staff to have some things prepared to discuss the drainage <br />concerns in Section #22. He asked that this be added to the agenda. <br /> <br />City Engineer Jankowski stated he was directed to prepare resolutions for eminent domain <br />proceedings. He stated there are 14 properties involved and he has not had a chance to get <br />the legal descriptions for each property. Mr. Jankowski felt it would be better to meet with <br />these people first to see where they would prefer the easement taken. Without the benefit <br />of having done a survey, we may end up with an inaccurate description for the easement. <br />He stated he needs additional time to accomplish this. <br /> <br />Councilmember Beyer asked Mr. Jankowski how much time he needs. <br /> <br />Mr. Jankowski replied that the surveying should be done sometime after the foliage is gone <br />- probably early November. <br /> <br />Mr. Hendriksen stated this discussion was set for this meeting because of the 90-day <br />window in terms of eminent domain proceeding. He stated he understood something <br />would be done in this season. He added that Mr. Jankowski was at that meeting and he <br />should have said then that he would not be able to get it done. He stated that Mr. <br />Jankowski did not object - he arbitrarily decided not to do it. Mr. Hendriksen suggested <br />this is what happened last time; Council ordered a project and Staff decided not to do it and <br />didn't bother to inform Council of that decision. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to add <br />Case #10: Discuss Section #22 Drainage Concerns. <br /> <br />City Council/August 22, 1994 <br /> Page 2 of 17 <br /> <br /> <br />
