Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Second Reading and Adoption of Ordinance Amendment to <br />Chapter 5 of the City Code, Adding Section 5.13.07 to be <br />known as the Recycling Rates and Charges Section of the City <br />Code <br /> <br />Finance Officer Hart stated that the ordinance amending Chapter 5 of the City Code, adding <br />section 5.13.07 to be known as the Recycling Rates and Charges section, was presented <br />for first reading on August 8, 1994. There have been some grammatical and format <br />changes made that were recommended by the City Attorney. She explained that this <br />ordinance calls for establishing recycling rates by resolution from time to time. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Ordinance <br />g94-09 amending Chapter 5 of the City Code by adding Section 5.13.07 to be known as <br />the Recycling Rates and Charges section of the City Code. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Case #2: <br /> <br />Consideration of Sidewalk Construction on Dysprosium Street <br />NoWo <br /> <br />City Engineer Jankowski stated that at the July 26, 1994 meeting, the City Council <br />considered a number of measures that might be considered to address the concerns of a <br />petition received by residents of the Flintwood Hills Subdivision with regard to traffic on <br />Dysprosium Street N.W. Council directed Staff to pursue and investigate the installation of <br />sidewalk as a means for increasing safety along the street. Staff was further directed to <br />propose some rough cost estimates and methods for financing such a project. Mr. <br />Jankowski proceeded to summarize a couple of different alternatives. Alternative gl would <br />consist of installing a five-foot concrete sidewalk along the west side of Dysprosium Street <br />N.W. from its northern boundary, south to County Road g116. In addition, sidewalk <br />would be placed along the west side of Dysprosium Street N.W. from 141st Avenue <br />N.W., south to County Road gl 16. The cost of this alternative, including sidewalk turf <br />restoration with sod and driveway patching, is estimated to be $62,000. This cost divided <br />equally among the fronting property owners would be in the range of $1,000 per property. <br />Alternative #2 consists of placing sidewalk down the entire length of Dysprosium Street <br />N.W. between County Road g5 and County Road gl 16. The cost of this project is <br />estimated to be $90,000. If it were divided equally among all the property owners in <br />Flintwood Hills, the per unit cost would be approximately $600. Mr. Jankowski <br />recommended that Alternative gl be pursued if sidewalk is to be considered as an additional <br />safety measure along Dysprosium Street N.W. His reason is that he feels the benefit <br />derived is more closely tied to the fronting property owners along Dysprosium Street N.W. <br />The benefits to other non-adjacent properties in Flintwood Hills is less apparent.
