City Administrator Schroeder told Mr. Dick Nelson of Detail Tool that the City of Ramsey <br />is pleased they have chosen to locate here. <br /> <br />Case #21: Report to Council on Cost Estimate for Section #22 Drainage <br /> Easement <br /> <br />City Engineer Jankowski stated that he was directed by Council to prepare a cost estimate <br />for the drainage improvement project in Section #22. He reminded Council that the County <br />has advised that the procedure for them to clean County Ditch #3 would likely not result in <br />a successful project. Mr. Jankowski stated he prepared cost estimates for both the basic <br />project envisioned (up to County Ditch #3) and an extended project which would lengthen <br />the ditching up to County Road #5. He added that the ditch is flowing downstream of <br />County Road #5. The estimate for the original project is $18,620 and the cost for the <br />extended project is $25,760. He noted that the major construction cost element is that of <br />the ditch excavation. He based the estimate on the scenario that the excavated material can <br />be side cast into the adjacent low land. He stated that spoil removal would increase <br />construction costs. He stated he has been unable to locate a project of this type but Coon <br />Rapids received a price of $16 a foot. The costs could be increased up to $57,000 for the <br />original project and up to $95,000 for the extended project. With regard to financing, Mr. <br />Jankowski reported the cost could be levied along all properties within the district. <br />Residential properties could be charged $1 for the basic project and up to $4 or $5 total levy <br />for the extended project with spoil removal. There would be a higher impact on <br />commercial. The cost would be $2 for the basic and about $14 total levy for the extended <br />project. Mr. Jankowski stated that the permits have been applied for. <br /> <br />Councilmember Hardin inquired if Mr. Jankowski is still saying that this will not remedy <br />the drainage situation. <br /> <br />Mr. Jankowski stated that Mr. Terry Hendriksen's property may not be dry under any <br />circumstances. <br /> <br />Councilmember Hardin stated that the cost was talked about at $5,000 to $8,000 and now <br />numbers are mentioned of up to $95,000 and this may not even correct the situation. <br /> <br />Councilmember Peterson stated that Mr. Hendriksen's situation is just one part of the <br />problem. There are other people who are impacted by this and this situation will not solve <br />itself. <br /> <br />Mr. Jankowski stated this proposal is mainly a flood control effort. <br /> <br />Councilmember Hardin suggested correcting the problem where the culvert goes across <br />156th Avenue N.W. rather than the entire project. A number of the residents do not have a <br />problem with this. "We are talking a major project that may not correct the problem". <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard N.W., Ramsey, stated that the drainage ditch <br />was built 100 years ago but over the years it has filled in. He reported that on three <br />separate occasions, the City of Ramsey issued building permits to him to build on his <br />property. With regard to the drainage issue, the water is constantly rising and he has to <br />keep coming back to the City to try to get something done. He stated he is tired of it too. <br />"The fact is, we keep looking at it and making decisions but it keeps getting brought back <br />to Council." The City expects to run water off its street somewhere and it should be <br />maintaining its drainage system too. "Your water is being spilled on me". He suggested <br />that the one-time charge seems like a minor impact for someone to drain their water. He <br />added that if 153rd Avenue N.W. is extended, it will generate more water run-off into the <br /> <br />City Council/October 11, 1994 <br /> Page 22 of 29 <br /> <br /> <br />
