Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to adopt <br />Resolution #94-10-238 approving the issuance of a conditional use permit, as amended, <br />based on the Findings of Fact #0369, as amended, to Ty Ritter of KRS Investments to <br />expand the outdoor recreational facility at 14622 Ferret Street N.W. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin and Peterson. Voting No: <br />Councilmember Zimmem~an. Absent: Mayor Gilbertson and Councilmember Beyer. <br /> <br />Case #20: Request for Site Plan Approval; Case of Sharp & Associates <br /> <br />Zoning Administrator Frolik stated that Dennis Sharp of Sharp and Associates has been <br />contracted by Detail Tool to construct a machine shop for them on Lot 1, Block 1, Gateway <br />North Industrial Park Plat 4. The property is located on the west side of the Ramsey <br />Athletic Club. She reported that the building is to be constructed of rock face concrete <br />block and consists of two stories. The main level is 9,977 square feet and the upper level <br />is 3,281 square feet. Ms. Frolik also reported that the original site plan submitted had <br />minor deficiencies with respect to structure setback, elimination of curbing on some of the <br />bituminous, gravel fire lane, no waste storage area, no lighting plan and the need for <br />modifications to the grading and drainage plan. A revised site plan was presented to the <br />Planning Commission on October 4, 1994. The revisions showed the building to be in <br />compliance, a pedestrian path was shown and a waste storage and lighting plan were <br />identified. The grading and drainage plan was modified in accordance with the City <br />Engineer. However, there are some significant slopes in the pedestrian path. The grading <br />and drainage plan should be modified to flatten all grades along the path to a maximum of 1 <br />in 12. Deficiencies from this standard are presently proposed at the southwest comer of the <br />parking lot and east of the access drive. Ms. Frolik stated that with respect to the <br />elimination of the curbing on the northwest corner of the parking lot, Mr. Sharp has stated <br />that Detail Tool is proposing to double the size of their facility in the near future and that <br />area of curbing would have to be demolished. The Planning Commission recommended <br />waiving the curbing in this area until the site is developed to its ultimate plan. The Planning <br />Commission also recommended that the area of the proposed fire lane on the east side of <br />the building be established with turf and posted as a fh:e lane to prevent outdoor storage and <br />parking in that area. Ms. Frolik continued that City Staff has recommended that a <br />pedestrian pathway also be constructed within the 20-foot drainage and utility easement <br />along the south property boundary and that the pathway should be extended east to the <br />corner of County Roads #57 and #116. The City is proposing to reimburse the developer <br />for the construction of the pathway. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />approve the proposed site plan for Dennis Sharp & Associates for Lot 1, Block 1, Gateway <br />North Industrial Park Plat 4, contingent upon the developer making final modifications to <br />the Grading and Drainage Plan and compliance with the recommendation of the Anoka <br />County Highway Department. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmem~an and Peterson. Voting <br />No: None.
