Councilmember Hardin inquired if this is being prepared internally to which Mr. Schroeder <br />replied that Hakanson Anderson Associates are working on it and Staff is asking that they <br />continue. <br /> <br />Councitmember Peterson felt that the City should not have to spend dollars on the bridge <br />and with regard to the road and site distances, he felt that would be sacrificing lives of <br />citizens for swamp grass <br /> <br />Councilmember Zimmennan felt too that this would be jeopardizing lives of the residents. <br />He stated that maybe the State Board should see if the DNR has a license to design roads. <br />He added that the City needs to proceed with this project and if the only way is with a <br />bridge, then we'll have to do that. He commented that some of the 1991 DNR Wetland Act <br />may be changed. <br /> <br />Councilmember Peterson stated that the City proposed eight, 10' culverts - cost seems to <br />not be a factor to the DNR. He suggested negotiating on the interchange. He suggested <br />terminating the road on the eastern end and to continue to try to use culverts and not spend <br />money on a bridge. <br /> <br />Councilmember Zimmerman felt that maybe the City would not be allowed to proceed then. <br /> <br />Councilmember Hardin inquired if there would be more alternatives. <br /> <br />Mr. Schroeder replied that the only alternatives would be some variation on the three listed <br />as there is nowhere else to go. He stated that the whole concept of the DNR is that "one <br />cannot improve upon nature. You can take one area and create 10 just like it but it is not <br />good enough." <br /> <br />Councilmember Beyer stated there is a lot of pressure to maintain wildlife habitat, etc. and <br />she felt that the City should do it's best to maintain what we have. <br /> <br />Councilmember ?eterson felt that human lives are more important than maintaining wildlife <br />habitats. <br /> <br />City Engineer Jankowski suggested maybe filling the wetland halfway and building the <br />bridge halfway. <br /> <br />Mr. Schroeder felt that DNR would deny it if the City proposes filling it. <br /> <br />Councilmember Peterson suggested putting pressure on the DNR from another governing <br />body. <br /> <br />Councilmember Beyer felt that wouldn't be a good idea as we will get the reputation of <br />going to the "higher ups". <br /> <br />Mr. Jankowski stated that Staff felt they could reduce the price by 40 percent by building <br />half a bridge. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />authorize Staff to prepare an amended concept plan to determine if the City should move <br />forward on Sunwood Drive N.W. <br /> <br />Motion carried. Voting Yes: Councihnembers Hardin, Zimmerman and Beyer. Voting <br />No: Councilmember Peterson.
