Case #26: Comprehensive Plan Update <br /> <br />City Administrator Schroeder stated that the Planning Commission and the Economic <br />Development Commission have been working on the Comprehensive Plan for about a year. <br />The two commissions have met jointly on two occasions and it appears there are a few <br />disagreements on various significant issues. The Economic Development Commission will <br />be meeting next week to discuss the issues raised at the last joint meeting. He thought that <br />the intent of the two parties is to then meet again to attempt to work toward consensus. He <br />reported that at some point, there needs to be a public hearing and there is also a need for <br />increased Council involvement. He commented that with the election coming up, some of <br />the "players" will change. He stated he contacted an individual who's company specializes <br />in consensus building. The charge for these services is $3,500. He suggested that if <br />Council authorizes this, they should schedule a meeting after the election to allow the City <br />to include 'all existing players as well as any future policy makers. <br /> <br />Planning Commissioner Terry Hendriksen reported that the Economic Development <br />Commission has only been involved in the Comprehensive Plan very recently. A number <br />of the members who were taking very strong positions at the beginning of the meeting were <br />making comments like "we had not thought about that" later on in the meeting. The EDC <br />wants to go back to discuss what the Planning Commission had brought up. It appeared <br />that only EDC Commissioner Mary Ullen and Staff person Jim Gromberg were "digging <br />their heels in". He felt that the Commissions should get back together for another <br />discussion prior to doing anything else. <br /> <br />Councilmember Peterson stated he agreed that another meeting should be held prior to <br />hiring a consensus building firm. He stated he had polled a couple of Commissioners and <br />they felt the same way~ <br /> <br />Mr. Hendriksen suggested that Economic Development Commissioner Mary Ullen has a <br />personal interest in this and that Jim Gromberg does the staff recommendation. <br /> <br />Councilmember Beyer felt the Commissions should meet and discuss it again and Council <br />should be left out of it. <br /> <br />Councilmember Zimmennan agreed that the two Commissions should work it out. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to table <br />action for now and that information be brought back to Council after the two Commissions <br />have met. Council is not opposed to the consensus building process. <br /> <br />Motion carded. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />Case #25: Sunwood Drive (continued) <br /> <br />Councilmember Beyer stated she has a concern relating to the Sunwood Drive case. She <br />asked if Staff will come back to Council with any information they get. <br /> <br />Councilmember Hardin understood that Staff would. <br /> <br />City Administrator Schroeder stated he would suspect that when Hakanson Anderson is <br />working on different concepts, they will be talking with the DNR. <br /> <br />City Council/October 11, 1994 <br /> Page 26 of 29 <br /> <br /> <br />
