Councilmember Beyer stated she was under the impression that Staff would come to <br />Council first before going to the DNR. She asked if Council was going to be a big part of <br />this. <br /> <br />Mr. Schroeder stated that the way he understood it is that Staff would come back to <br />Council with the plans. <br /> <br />Case #27: Report from Personnel Committee <br /> <br />City Administrator Schroeder stated that Jennifer Swendsen resigned her part-time regular <br />position in the Finance Department. The Personnel Committee voted to accept her <br />resignation and agreed with Staff's recommendation not to replace the position. The 1995 <br />budget includes that understanding with the addition of 120 hours over the 3.5 FTE <br />positions to work on the computer upgrade. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to accept <br />the resignation of Jennifer Swendsen and approve the request for a reduction in 1995 <br />budget allocation in the Finance Department of $14,800. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />City Administrator Schroeder stated that when the Ramsey Volunteer Fire Department <br />began in August 1988, the wages were set at $5.00 per increment. An additional officer <br />stipend was initiated in 1991. During the 1995 budget meetings, it was discussed to set <br />aside funds to increase the wages in 1995. At the Committee meeting, the recommendation <br />was to set these at $6.85 per increment for 1995 and $7.20 per increment for 1996. The <br />Fire Chief and Assistant Fire Chief suggested retaining the $5.00 per increment wage for <br />fire drills and probationary fire fighters. Wage increases were also discussed for the <br />officers. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />approve the following: Increase non-probationary Fire Department increment pay for 1995 <br />calls to $6.85/increment with a second increase to $7.20 for 1996. Retain the pay for <br />drills, meetings, and probationary employees at $5.00/increment. Set annual officer wages <br />for 1995 as follows: Chief $1,200 - Assistant Chief $840 - Captains $420 - Lieutenants <br />$240 - Secretary $180 and Training Officer $180. <br /> <br />Further discussion: Councilmember Beyer inquired if the Fire Department, the Fire Chief <br />or Assistant Chief had any comments on this issue. Mr. Schroeder stated that it had been <br />discussed with the Fire Chief and the Assistant Fire Chief and the changes they <br />recommended were made. He added that the Assistant Chief is meeting with the Fire <br />Department and will be bringing this up during their business meeting. Councilmember <br />Beyer stated she has a problem with paying $5 for drills and meetings and $6.85 for calls. <br />She felt it should be $6.85 straight across. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Zimmerman, Beyer and Peterson. <br />VotingNo: None. Absent: Mayor Gilbertson. <br /> <br />Case #28: City Wide Garage Door Company <br /> <br />Zoning Administrator Frolik stated that City Wide Garage Door Company is in the process <br />of rebuilding their facility that burned down last summer. City Code now states that a <br />building has to be constructed of 100 percent other than metal unless otherwise approved <br /> <br />City Council/October 11, 1994 <br /> Page 27 of 29 <br /> <br /> <br />
