by City Council. Mr. Clauson came a couple of weeks ago to request approval to construct
the facility the same as it was before. At that time, Council directed Mr. Clauson find out
the cost of imitation stone panels.

Councilmember Peterson inquired if Mr. Clauson needs a variance.

Ms. Frolik stated that reconstruction of a fire-damaged facility does not require Planning
Commission review; however, Mr. Clauson is proposing to vary from City Code.

Frank Frederick, representing City Wide Garage Door Company, stated they want to put a
warehouse building up. It's a steel industrial building. He reported that the imitation rock
would cost between $25,000 and $30,000 more than the building they are proposing. He
stated they have upgraded the office area and added that they lost a lot of money from the
fire. Mr, Frederick reported that they had cleaned up the place and did exterior and interior
improvements and added that they are anxious to get back to business. He stated that the
insurance they carried was replacement insurance. He added that the way they are
proposing the building is an improvement over what it was.

Councilmember Peterson recalled that the Mayor was going to meet with Mr. Clauson and
he inquired if such meetir~g took place.

Mr. Frederick replied that such meeting had not taken place. He added that he had spoken
with a couple of the Planning Commissioners and that they suggested this was not a
Planning Commission issue and that Ms. Frolik directed them to come before the Council
with their proposal.

Councilmember Beyer stated she does not have a problem with what they're proposing.

Mr. Fredericks commented that the proposal is an improvement over what was there.

Councilmember Peterson inquired about other alternatives.

Mr. Fredericks stated that the only other alternative is brick and that would double the cost
of the construction because there m'e currently no footings that would support this.

Councilmember Peterson stated that the Mayor will be back in the area itl a couple of days
and he suggested getting together to discuss this again.

Mr. Schroeder stated we had asked for quotes to be gained and none were obtained until at
tonight's meeting, if Council is okay with recommending something other than code, they
could take that action.

Councilmember Zimmerman stated that Council should at least require brick facing on the
Highway #10 side.

Ms. Frolik reminded them that the City Code states 100 percent other than metal on all four
sides.

Councilmember Zimmerman stated that in order to bring our businesses in line, the front
should be brick.

Councilmember Hardin stated that the City has asked a lot of businesses to do this. We are
making existing businesses comply also. He stated to the applicants "We have not had a
situation like your's exactly. If we allow metal buildings, we are back to square one".

City Council/October 11, 1994
