Mr. Gobematz argued that it is not a lot of record. <br /> <br />City Engineer Jankowsld stated that it is a lot of record and there is a house on the lot. <br />There is access to it from Highway #47. The lot that has frontage along 177th Avenue <br />N.W. should be assessed the whole share. <br /> <br />Mr. Goodrich read the deferment guidelines and stated that all has to be accomplished in 30 <br />years. If nothing happens, it would be activated in 21 years. <br /> <br />Mr. Gobernatz stated that Council could abate this assessment forever until he subdivides. <br /> <br />Mr. Goodrich reiterated that Council cannot do that. He then asked if he could build <br />another house on the lot without subdividing. <br /> <br />Mr. Schroeder stated that Mr. Gobernatz is allowed four parcels in 40 acres. <br /> <br />Mr. Gobcmatz stated this is an ouflot that happens to have frontage on Highway #47. He <br />stated he cannot build unless he subdivides and added that he felt his neighbors "put one <br />over on him". <br /> <br />Councilmember Beyer stated that the project in question did increase the value of Mr. <br />Gobematz' property and inquired if the issue is whether to defer it 10 years or 20 years. <br /> <br />Mr. Gobernatz stated he is not interested in deferment, he wants it taken away and added <br />that he is trying to figure out why the City is calling it a lot. <br /> <br />Mayor Gilbertson commented that it is a nominal amount of money. <br /> <br />Mr. Gobematz questioned it it's so nominal, why doesn't Council just abate it. <br /> <br />Mr. Schroeder suggested deferring the assessment for a 10-year period at a normal interest <br />rate. <br /> <br />Councilmember Beyer stated that the interest could be deferred for 10 years and at the end <br />of the tenth year, Mr. Gobernatz could pay if off with no interest, or if he subdivides, he <br />would have 10 years from that date to pay it off. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to maintain <br />deferment for ten years from improvement or subdivision. Interest will begin on activation <br />only. <br /> <br />Further discussion: Ms. Hart explained that whatever the interest rate is at that time of <br />payoff, Mr. Gobematz would pay two percent over prime. She added that Mr. Gobematz <br />has to start paying for the assessment at the end of 10 years to which Mr. Gobematz replied <br />"no problem". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />2) Tax Increment <br /> <br />City Administrator Schroeder informed Council that because of Anoka Electric <br />Cooperafive's utility extension, Staff has proposed to amend the existing tax increment to <br /> <br />City Council/October 25, 1994 <br /> Page 13 of 15 <br /> <br /> <br />
