Motion by Councilmember Beyer and seconded by Councilmember Peterson to direct Staff <br />to prepare a resolution ordering the termination of Improvement Project g94-22. <br /> <br />Further discussion: Councilmember Zimmerman stated he would like City Council to <br />review the fact that most of these subdivisions be dealt with entirely rather than half at a <br />time so as not to pit neighbor against neighbor. Councilmember Beyer stated that based on <br />the general feeling, it would be better to do the entire subdivision versus partial. Mayor <br />Gilbertson stated that it would have to be based upon the subdivision itself. Mr. <br />Jankowsld stated that this is a situation where regardless of how small the extension was, <br />there would not be a unanimous agreement. He felt that subdivisions have to be dealt with <br />on a case-by-case basis; however, there needs to be guidelines. He offered to have the <br />Road and Bridge Committee discuss this issue. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case 02: Request for Preliminary Plat Approval of Fox Knoll; Case of <br /> Mark Kleckner, Fox Development Co. <br /> <br />Zoning Administrator Frolik stated that Mark Kleckner of Fox Development Company is <br />requesting preliminary plat approval of Fox Knoll, a plat consisting of two 10-acre lots that <br />will require street construction. The plat must be processed as a full subdivision with a <br />public hearing and preliminary plat, rather than as a minor subdivision. She stated it is <br />anticipated that the property will be brought into the Metropolitan Urban Service Area <br />(MUSA) boundary by the end of 1994, and the property immediately south of this property <br />will be sewered during 1995. In addition, the property is in the Urban Reserve Area and <br />the intent of this District is to provide for the most efficient utilization of land once <br />municipal sewer and water becomes available. Ms. Frolik explained that the Planning <br />Commission conducted a public hearing on the preliminary plat on October 4, 1994. Staff <br />recommended preliminary platting at urban densities and final platting at rural densities. A <br />number of neighboring property owners were present and expressed their opposition to the <br />property ever being platted at urban densities, especially the residents of Haubrich <br />Addition, which is the rural plat immediately east of Fox Knoll. The Planning Commission <br />recommended approval of Fox Knoll at rural densities. <br /> <br />City Administrator Schroeder stated that there is not much distance to have either utility <br />service this plat. The City is proposing when the trunk line is installed to the elementary <br />school, we can extend it to the northwest comer of the elementary school to the northeast <br />property line and run it west down Mr. Kleckner's property line. If not, we would be <br />relegated to run along the south property line and we would not be able to serve any lots. <br />One of the developers expressed concern that it would be too expensive to do it as an urban <br />plat. Eleven urban lots are in the $8,000 to $10,000 range per lot. Urban lots have ranged <br />from $6,500 to $14,000 per lot for developments. The concern that it's too expensive is <br />not valid. Property owners who have existing lots there are concerned that the density <br />Staff is proposing is too significant. It shows 14 lots but we see three of those as <br />undevelopable. <br /> <br />Bob Essig, partner of Mark Kleckner, 12625 - 313 Avenue, Princeton, stated that they <br />anticipate the water table at 864 feet. Six full basements and two bi-levels equal eight lots <br />for this proposed subdivision without doing extensive lot correction.
