She asked that Council <br />table the issue for now. <br /> <br />Mayor Oilbertson inquired who gave Ms. Stanley the five-year time frame. <br /> <br />Ms. Stanley stated that they were told this by their builder and by a Staff person at City <br />Hail. She stated that the water and sewer is available and they would like to hook up. She <br />felt that people are afraid of the increase in taxes, house payment, etc., but she felt there <br />should be a way to work this out. <br /> <br />Mayor G-ilbertson asked if the City Engineer had gone over ail the numbers with regard to <br />monthly payments, etc., and inquired if that would help. <br /> <br />Ms. Stanley felt that the policies are very strict - having to hook up in two years. She felt <br />there should be some way of assisting the people who need relief and allowing those who <br />can afford it to do it. She felt that people should not be forced into hooking up if they do <br />not want to. She suggested, for example, being allowed to wait to hook up on the extra <br />parcels until they are sold. <br /> <br />Mayor Gilbertson stated that it is cheaper to hook up at the time the hnes come through. <br /> <br />Ms. Stanley stated that the City has a large account that came from the landfill. She <br />suggested using some of that money to make this a win-win situation. She again asked <br />Council to table this project for further discussion. <br /> <br />Finance Officer Hart stated that the two-year hookup is not a City policy, it is a policy of <br />the Metropolitan Council and the MWCC. <br /> <br />Ms. Stanley stated they want to develop their property to its highest and best use. It's <br />already developed into three saleable properties. <br /> <br />A resident who lives on 150th and Helium stated that the main conclusion is that we would <br />be willing to look at this project again in a couple of years. She stated that when she <br />purchased her house, she was told that it would probably be 10 years or so before she'd <br />have City sewer and water and she purchased her home after the Stanley's purchased <br />theirs. She stated that she had looked up the costs to each individual homeowner. It costs <br />money to cap the well, to plumb inside the house, to sealcoat, etc. These costs are not <br />included in the feasibility study. She felt that in a couple of years, they would be able to <br />handle this better financially. She added that they do want the utilities, it's just not cost <br />feasible right now. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to close <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmember Peterson, <br />Councilmember Zimmerman, Beyer and Hardin.
