Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />Resolution #94-10-244 directing Staff to submit a request for funding to the Minnesota <br />Board of Government Innovation and Cooperation. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Finance Officer Hart stated that thc firm of Malloy, Montague, Karnowski, Radosevich & <br />Company PA have performed the audit for the City of Ramsey and Ramsey Fire Fighter's <br />Relief Association for a number of years. The fees are proposed at $13,625 for the City <br />audit and $1,200 for the Relief Association. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Petcrson to adopt <br />Resolution g94-10-245 authorizing the firm of Malloy, Montague, Kamowski, Radosevich <br />and Company, P.A. to perform the 1994 auditing services for the City of Ramsey and City <br />of Ramsey Fire Fighter's Relief Association at a not-to-exceed price of $13,265. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Pctcrson, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Finance Officer Hart stated that recently thc Minnesota Supreme Court decreed that all <br />statements taken from in-custody persons must be recorded and the recording retained. <br />Police Chief Auspos has requested $630 to purchase the additional six mini-recorders he <br />will need. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Hardin to adopt Resolution <br />g94-10-246 authorizing a budget amendment for the purchase of six additional mini- <br />recorders for the Police Department. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />City Administrator Schroeder stated that the Finance Committee reviewed the proposed <br />1995 - 2000 Capital Improvements Program and recommended approval with various <br />narrative additions. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to approve <br />the 1995 - 2000 Capital Improvements Program as amended. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, and <br />Zimmerman. Voting No: Councilmember Beyer. <br /> <br />Finance Officer Hart stated that the review of the schedule of rates and charges was tabled <br />for future consideration at the November meeting. <br /> <br />Case #7: Report on Waste Management Ski Hill Agreement <br /> <br />City Administrator Schroeder stated that the letter from Ed Morsefelder, representing Waste <br />Management, is saying that the City of Ramsey has to let them know if we want the 50-acre <br />parcel. The Pollution Control Agency letter says that they (PCA) are opposed to the ski hill <br />and expect that it will not receive aff'mnation. He stated that he and Mayor Gilbertson met <br />with Mr. Don Otter and Mr. Brace Weaver of Waste Management. Mr. Otter reiterated that <br />it's Waste Management's position that the City of Ramsey is relegated to telling them if we <br />want the 50-acre parcel.
