Case #4: Renewal of Pawn Shop License for Ralph's Gun and Pawn <br /> Shop <br /> <br />Zoning Administrator Frolik stated that Ralph Nissen, owner of Ralph's Gun and Pawn <br />Shop located at 6101 Highway #10 N.W., has applied for renewal of a pawn shop license. <br />At the time Mr. Nissen moved into his building, he was required to install site <br />improvements. There was to have been a financial guarantee in the amount of $4,500 <br />supplied to the City, for which Mr. Nissan requested that thc renewal of his license be held <br />as collateral in lieu of the $4,500. She stated that Mr. Nissen has continued to disregard <br />requirements and deadlines set forth by City Staff in conjunction with the installation of the <br />site improvements. This has been going on since September 1993. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />renew the pawn shop license for Ralph's Gun and Pawn Shop, located at 6101 Highway <br />#10 N.W., contingent upon Mr. Nissan supplying a $4,500 financial guarantee. <br /> <br />Further discussion: Mayor Gilbertson stated that this is setting a precedent of working with <br />businesses and every business should get the same consideration. They should get letters <br />sent to them for two years and they don't have to put out any money during that time. <br />Councilmember Beyer stated that all businesses should be treated equal. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman <br />and Beyer. Voting No: Councilmember Hardin. <br /> <br />Case #5: Introduction and First Reading of Current Services Ordinance <br /> <br />Finance Officer Hart stated that cities may only use special assessments to finance public <br />improvements. However, Minnesota cities may use them in financing certain current <br />services and other programs. She reported that the City could recover the following <br />through special assessments: snow, ice and rubbish removal from sidewalks; weed <br />elimination from streets and private property; elimination of public health or safety hazards <br />from private property; installation or repair of water service lines; street lighting, <br />sprinkling, and dust treatment; trimming and care of trees and removal of unsound trees; <br />and garbage collection. Ms. Hart explained that the City cannot exercise this authority until <br />it has passed an authorizing ordinance providing that such matters are the responsibility of <br />the property owner. She stated that the City of Ramsey has adopted ordinances that <br />address the special assessing of certain services; however, there has been no formal <br />adoption of a current services ordinance, as required by State Statute. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to introduce <br />Ordinance #94-XX Current Services Ordinance and instruct Staff to place on the Council <br />agenda for November 7, 1994, for second reading and adoption. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: Report from Finance Committee <br /> <br />City Administrator Schroeder stated that the Cities of Anoka and Ramsey recently <br />submitted a pre-application to the Minnesota Board of Government Innovation and <br />Cooperation. The request is for approximately $20,000 to study the ability of the two cities <br />to construct and operate a joint water, sewer and storm drainage system in the two <br />industrial parks. <br /> <br />City Council/October 25, 1994 <br /> Page 8 of 15 <br /> <br /> <br />
