City Attorney Goodrich stated that the Charter states the City should follow Chapter 429 <br />requirements which is a minimum of 35 percent of the affected property owners. He stated <br />the Charter could be amended; however, if it is not, the City cannot go with 50 percent. <br /> <br />Councilmember Hardin stated that the recommendation does not reflect the Charter and the <br />Charter should be the same. In that chapter of the Charter, street should be changed to <br />project as defined. <br /> <br />Councilmember Beyer stated that when a street project comes in, it is defined. <br /> <br />Councilmember Hardin felt it should be clearly defined in the Charter. <br /> <br />Councilmember Beyer stated this should have language stating it would be the entire <br />subdivision. We did not have language to cover that. She added we can be more <br />restrictive than State Statutes. <br /> <br />Councilmember Hardin stated if the City requires the entire subdivision, we will not do <br />very many projects. <br /> <br />Mr. Schroeder stated that if the project boundary is brought to the Road and Bridge <br />Committee, it would be a committee of the Council. He recommended sending them to the <br />Road and Bridge Committee prior to getting the entire neighborhood all riled up. <br /> <br />Councilmember Beyer felt it should be done on an entire subdivision. <br /> <br />Councilmember Hardin felt that it would not work. <br /> <br />Mayor Gilbertson reiterated dealing with it on a case-by-case basis. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to maintain the <br />existing policy where the boundary is dealt with on a case-by-case basis. <br /> <br />Further discussion: Councilmember Zimmerman felt this action would put "us right back <br />where we started from". He felt Staff should have learned something. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin. <br />Voting No: Couneilmembers Beyer and Zimmerman. <br /> <br />Mr. Jankowski stated that the last issue the Road and Bridge Committee discussed was <br />scheduling another meeting. That has been scheduled for Tuesday, December 13, 1994. <br /> <br />Case #8: Report from Personnel Committee <br /> <br />City Administrator Schroeder reported that the Personnel Committee met earlier this <br />evening. One of the items for discussion was fire changes of three employees. They are <br />as follows: Change Kathy Johnson's title from Receptionist/Network Support to <br />Secretary; change Linda Aaseby's title from Data Entry to Police Technician; and change <br />Arlene Stafford's rifle from Department Secretary to Police Department Records Manager. <br />None of these proposed changes would result in any enhancement of tire or tasks but is <br />basically more reflective of the duties/job description. There may be some job description <br />changes but it is intended that this change does not mean an increase in pay or job value. <br />The Personnel Committee recommended the rifle changes. <br /> <br />City Council/November 7, 1994 <br /> Page 11 of 13 <br /> <br /> <br />
