Motion by Councilmember Hardin and seconded by Councilmember Peterson to change <br />Kathy Johnson's rifle from Receptionist/Network Support to Secretary, Linda Aaseby's <br />title from Data Entry to Police Technician and Arlene Stafford's title from Department <br />Secretary to Police Department Records Manager. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Mr. Schroeder stated that the second item of discussion was the Education Policy/Tuition <br />Reimbursement. The Committee directed Staff to redraft the policy and bring it back for <br />their review. Following their review, it will come to Council. <br /> <br />Mr. Schroeder reported the third item for discussion was the status of the Patrol Officer <br />hiring. The Personnel Committee recommended advertising for the position. <br /> <br />Motion by Councilmcmber Hardin and seconded by Councilmember Beyer to place an <br />advertisement in the Minneapolis Star Tribune to hire a Patrol Officer with two years' <br />experience, in the event that hiring through MPRS is not possible. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Mr. Schroeder stated that the Personnel Committee also discussed the status of the Fire <br />Chief position. The Fire Chief Interviewing Committee has met a couple of times and has <br />come up with a list of questions for the interview. He stated that Council would be kept <br />informed and that no action on this issue is necessary at this time. <br /> <br />Mr. Schroeder stated that the Committee also conducted a closed case dealing with a Fire <br />Department Administration issue - inappropriate use of position. The Personnel Committee <br />recommended that the City Administrator and the Fire Chief be authorized to end the <br />probationary period for this Fire Fighter. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to authorize the City <br />Adminislrator and the Fire Chief to end the probationary period of this Fire Fighter. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Bond Issue <br /> <br />City Administrator Schroedcr stated that a bond issue had recently been discussed. He <br />reported that Staff will not be coming back to Council in this regard this year. The two <br />parties have not agreed on the development agreement. <br /> <br />2) City Flag <br /> <br />Councilmember Beyer inquired where the City flag is and how the other City of Ramsey <br />mural ended up on the wall. <br /> <br />City Administrator Schroeder stated that some Staff members have suggested some <br />changes and this was done to get impressions from Council and Staff. <br /> <br />City Council/November 7, 1994 <br /> Page 12 of 13 <br /> <br /> <br />
