CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Monday, November 7, 1994, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor James Csilbertson <br />Councilmember Sbeila Beyer (arrived 7:53 p.m.) <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmennan <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Cdlbertson called the regular meeting of the City Council to order at 7:00 p.m. and <br />led in the Pledge of Allegiance to the Hag. <br /> <br />CITIZEN INPUT <br /> <br />Rod Nelson, 9335 - 173rd Avenue N.W., Ramsey, asked someone to give him a synopsis <br />of the proposed bridge crossing. <br /> <br />Mayor Gilbertson stated that the "No Freeway Here" Signs mean exactly that, there is no <br />freeway here. The City has talked about the bridge for years, however, there is no actual <br />alignment yet. <br /> <br />City Administrator Schroeder stated that there has been a fair amount of discussion about <br />the Ramsey/Dayton bridge between the Cities of Ramsey and Dayton for a number of <br />years. The question has been where should the river crossing be. Most recently, Anoka <br />County has purchased right-of-way between Ramsey and Armstrong Boulevards for the <br />bridge alignment. In October 1993, the Ramsey City Council submitted a comprehensive <br />plan amendment to the Metropolitan Council which included a transportation map that had <br />been included in a prior plan. When considering the comprehensive plan, they did so by <br />stating all references to the bridge be removed from the plan. City Council recommended a <br />transportation review plan occur; RLK was contracted with. Most of the past year, the <br />Planning Commission (PC) and the Economic Development Commission (EDC) have been <br />reviewing this plan. In late October, the EDC recommended the transportation plan, as it <br />relates to the bridge, be recommended to City Council with the bridge between Ramsey <br />Boulevard and Armstrong Boulevard, with the intersection at County Road #116. The <br />Planning Commission will recommend alignment at Armstrong Boulevard and Puma Street <br />N.W. about a mile west of the EDC's recommendation. City Council has not reviewed <br />this. Once they receive recommendations from both the EDC and the PC, a public hearing <br />will be held. Then the City Council will take up the matter. <br /> <br />Mayor Cailbenson stated there was also talk at one time of a private toll bridge. <br /> <br />City Council/November 7, 1994 <br /> Page 2 of 13 <br /> <br /> <br />
