Absent: CouncilmemberBeyer. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request for Utilities Permit; Case of Anoka Municipal Utilities <br /> <br />Zoning Administrator Frolik stated that the City of Anoka electric utility (AMU) is <br />requesting Ramsey's approval to construct approximately three miles of transmission lines <br />through the City of Ramsey. To provide reliable service to an increasing number of <br />customers requiting greater amounts of electric power, AMU proposes to construct a new <br />substation on the border of Ramsey and Anoka, within Anoka City limits. Ms. Frolik <br />stated that AMU has indicated that no-build or underground lines are not feasible options. <br />The only option for meeting the demand for service is an above-ground line through <br />Ramsey. There were three routes reviewed, two of which impacted residential <br />neighborhoods and thc third, which is thc preferred route, traverses thc Industrial District. <br />She continued that construction is proposed to commence in the spring of 1995, with <br />completion by fall of the same year. She reported that the Planning Commission reviewed <br />the proposal on October 4, 1994, and recommended approval of the transmission lines. <br />Privately owned utilities are taxed as personal property for which the City receives a <br />portion of the revenue. AMU's transmission lines are owned by the City of Anoka and are <br />not taxable.
