Councilmember Peterson stated that with regard to Sunwood Drive, k would be to AMU's <br />benefit as well as the City of Ramsey's benefit to make sure the poles are not placed in the <br />right-of-way. <br /> <br />Mayor Gflbertson asked about a time frame. <br /> <br />Mr. Voss stated they would like to begin the engineering, layout of the line, and acquisition <br />of the fight-of-way, with construction to begin in the spring of 1995 - completion fall of <br />1995. <br /> <br />Mayor Gilbenson felt that the way Staff drafted the findings and the permit, the City of <br />Ramsey is pretty well protected. He stated he does not see anything that should be a big <br />surprise to anyone. <br /> <br />Mr. Schroeder reported that the revenue derived from this will be fairly minor in dollar <br />amount. AMU is proposing this much the same way the water interconnect is proposed. <br />He added that Staff felt that taking the industrial mute was an advantage. He stated that the <br />sale price is determined by the State, but that the City should gain the same tax benefit and <br />the City should provide for transmission lines that are as unobtrusive as possible. The City <br />reserves the fight to specific description of the route but that the City will not unreasonably <br />hold up the project. He stated that while the City does not have much of a direct benefit, <br />we are hoping to work, in the future, more closely with Anoka on joint municipal utilities. <br />In theory, this could save the City of Ramsey a couple of million dollars. <br /> <br />Mayor Gilbertson commented on it being a good neighbor policy too. <br /> <br />Councilmember Peterson inquired if AMU has entered into any discussions with Waste <br />Management. <br /> <br />Mr. Voss stated that would be something they could discuss in the furore. <br /> <br />Mr. Schroeder stated he talked with Waste Management about this proposal as well as the <br />other utility in the neighborhood. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />amend #12 of the findings of fact to read "That the proposed transmission lines will be <br />designed, constructed, operated, and maintained, so as to be harmonious and appropriate in <br />appearance with the existing or intended character of the general vicinity. (It previously <br />read "That the proposed transmission lines will not be designed .... ). <br /> <br />Further discussion: Councilmember Zimmerman asked Mr. Voss if he agreed with steel <br />towers. Mr. Voss stated that it would increase the cost. There is maintenance with the <br />steel as they would have to be painted often. He stated he does not see any benefit or <br />advantage to steel poles. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman <br />and Hardin. Voting No: None. Absent: Councilmember Beyer. <br /> <br />Councilmember Peterson stated that he agrees with Councilmember Zimmerman, that metal <br />poles would be more aesthetically pleasing and added that he would like a chance to view <br />some wooden and metal poles.
