costs incurred by an industrial development project. He stated that the City needs to clear <br />up the liability of McKinley Street sewer extension and must also acquire the Uranium <br />Street right-of-way for the Ramsey Business Park project. The City is currently working <br />with a couple of development prospects proposed to locate in this area. If Council <br />authorizes this purchase, negotiations would still need to be completed on the Spohn <br />property, however, the ceiling purchase price will have been set. He reminded Council <br />that in 1991, funding in the amount of $500,000 was set aside for McKinley Street <br />construction. Acquisition costs up to this amount in the industrial park were assumed in <br />the cash flows within the Capital Improvements Program. This purchase would come from <br />that funding source. Future road construction is also in the cash flows and is projected to <br />be necessitated by future TIF industrial projects for any segments occurring prior to 1999. <br />Mr. Schro~ler asked that City Council authorize the City Attorney to negotiate a purchase <br />agreement within these parameters. <br /> <br />Councilmember Hardin questioned if this could be done within the parameters outlined. <br /> <br />Mr. Schro~ler felt it could be. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to authorize the <br />City Attorney to negotiate a purchase agreement of up to 38.05 acres from Ramsey 67 <br />Partnership. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case g6: Second Reading and Adoption of Current Services Ordinance <br /> <br />Finance Officer Hart stated that the proposed Current Services Ordinance will allow the <br />City to proceed with certification of certain services when delinquent. This is a requirement <br />of State Statute. <br /> <br />Councilmember Zimmerman stated that there are some residents who have decided that <br />some of the areas they own be left in a natural area. He inquired who decides who has to <br />cut their weeds down. <br /> <br />City Administrator Schroeder stated that about a year ago, Staff started forwarding letters to <br />Council regarding weeds, etc. Staff only responds to complaints. <br /> <br />Councilmember Beyer inquired what about if they want it all natural and the neighbors do <br />not like it. <br /> <br />Mr. Schroeder stated this has happened, and it was worked out. <br /> <br />Mayor Gilbertson stat~xl it has to be dealt with on a case-by-case basis. <br /> <br />Councilmember Beyer questioned if this means Staff is taking on additional duties. <br /> <br />Ms. Hart stated that this is not adding any additional work on Staff. This is what is <br />currently in the City Code. <br /> <br />Mr. Schroedcr stated that as far as procedure, when we are made aware of something, we <br />go look and then send a letter, etc. We cite location in the ordinance and request the owner <br />come into compliance with ordinance and ask them to get back to us.
