Therefore, no action is <br />necessary. <br /> <br />Case #4: Insurance Agent of Record for 1995 <br /> <br />Finance Officer Hart stated that on December 14, 1994, the current insurance service <br />agreement between Agent of Record Michael Hadtrath and the City of Ramsey will expire. <br />The upcoming term of service would begin December 15, 1994, and continue and remain <br />in effect for a period of one year unless it is terminated prior to December 14, 1995, by <br />either party, giving the other 90 days prior written notice of termination. Mr. Hadtrath of <br />Corporation 4 Agency, Inc. (formerly Hadtrath & Associates Inc.) has been the Agent of <br />Record for Ramsey since December 15, 1988. Mr. Hadtrath has indicated he will perform <br />the professional services rendered as insurance Agent of Record for the period of December <br />15, 1994 to December 14, 1995, for a fee of $2,200.00, the same amount as the current <br />years agreement. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to appoint <br />Corporate 4 Agency, Inc. as the 1995 Agent of Record and authorize the Mayor and City <br />AdminisUator to enter into a contract for these services. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to authorize Mr. <br />Hadtrath to begin the bidding process for all 1995 insurance coverages. <br /> <br />Motion carried. Absent: CouncilmemberBeyer. <br /> <br />Case #$: Ramsey 67/McKinley Street <br /> <br />City Administrator Schroeder stated that for a number of years, the City of Ramsey has <br />been negotiating with the owners of property in the McKinley Street project area between <br />the City of Anoka and Sunfish Lake Boulevard N.W. The right-of-way negotiations have <br />not been successful. Early on in the process, the owners were going to give the right-of- <br />way to the City with the idea of not being assessed for the project. <br /> <br />Councilmember Beyer arrived at 7:53 p.m. <br /> <br />Mr. Schroeder continued that most recently, the City has been negotiating with Ramsey 67 <br />Partnership for purchase of property greater than the right-of-way areas, for two reasons. <br />The City has not been able to acquire the right-of-way at an acceptable negotiated price. <br />We believe that for slightly more money we can provide development parcels which will <br />not be encumbered with market pricing escalated by City infrastructure. The City had <br />proposed to Ramsey 67 that it would purchase all of their property north of McKinley <br />Street. There was not a big difference in price, but they wanted a guarantee of no future <br />assessments due to McKinley Street, against the property they would continue to hold. <br />This would amount to about $187,000. Due to that, the City is proposing to buy the entire <br />38.05-acre parcel. The price we offered is $191,924 ($5,044 per acre). They have <br />countered at $228,300 ($6,000 per acre). If the City's total cost is $225,000, $6,200 is <br />needed per acre of marketable land plus utilities and road costs to break even. Mr. <br />Schroed~r reported that he had been told that the Detail Tool site has a bank appraisal at <br />$26,000 per acre, with service to the property. Therefore, it appears that the City could <br />cover its costs at this purchase price.
