Mayor Oilbertson told her to figure out the cost of everything and send the bill to the City
to his attention and he would take care of it.

Ms. Kalstbakken stated that her second concern is the culvert on Sunfish Lake Drive and
Highway #47. It's been fLXed several times and there is still water standing in the ditch
when it rains. The road is being washed away and something needs to be done. She
added that it is also an eye sore. She stated they had asked if it could be tarred down but
the developer said the City wanted to use sod one more time.

Mr. Jankowski stated there were problems with the water eroding the road. He stated he
asked that it be re-staked and because the sod was not staked, it didn't work the f'trst time.
He added that he could have them use bituminous.

Mr. Kalstbakken stated that they offered to sod the ditch.

Mr. Jankowski stated he will sec to it that thc culvert is taken care of.

Ms. Kalstbakken stated another concern was that a week or so ago, a neighbor came over
and said an intoxicated driver drove through their (Kalstbakken's) yard. On County Road
#5, there are a lot of people who drive like maniacs. She felt that the area needed to be
patrolled better.

Mr. Kalstbakken stated that there are about 10 to 12 near-miss accidents a day and
suggested putting in a mm lane.

Mayor Oilbenson informed the Kalstbakken's that #5 is a County Road and is out of the
City's control.

Ms. Kalstbakken stated that if a Police Officer sat on one of the roads on one day, he
would hand out more tickets than on any other mad in the City.

Mayor Cdlbenson stated that the City has addressed speed issues in other areas of the City
such as installing speed humps on Dysprosium Street N.W.

Regarding the street name change, Mr. Jankowski stated that it is supposed to be effective
January 1, however, he offered the Kalstbakken's more time to make the changes.

Ms. Kalstbakken asked for March 1 as the effective date.

Mr. Jankowski felt that was a reasonable request.

APPROVE AGENDA

City Administrator Schroeder asked to add a memo regarding the COPS Fast Application
and a resolution regarding a public hearing on the modification of the development program
for Development District No. 1 and modification of the Tax Increment Financing Plan for
Tax Increment Financing Districts No. 1, 2, and 4 to the Consent Agenda and a case
regarding Home Health Care Week to the regular Council agenda.

Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to
approve the agenda as amended.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman.
Voting No: None. Absent: Councilmembers Beyer and Peterson.

City Council/November 22, 1994
