Councilmember Hardin stated he did not have a problem even if we had to pay for the <br />environmental study ourselves, but he thought one should be done. <br /> <br />Mr. Schroeder stated we have the opportunity to provide for a Phase I prior to closing, <br />similar to Minnesota Sawdust. <br /> <br />Motion by Councflmember Hardin and seconded by Mayor Gilbertson to authorize the <br />Mayor and City Administrator to enter into a purchase agreement for the purchase of Outlot <br />A, Ramsey 67 Industrial Park 1st Addition and Lot 2, Block 1, Ramsey 67 Industrial Park <br />2nd Addition for a total of $225,000 ($1,000 earnest money and $224,000 cash on closing <br />which is scheduled for December 15, 1994) and subject to other terms of the purchase <br />agreement to be as presented by the City Attorney with the contingency of allowing the City <br />to require Phase I Environmental audit at it's expense which audit would delay closing for <br />up to 60 days, <br /> <br />Case #4: Report from Finance Committee <br /> <br />Finance Officer Hart stated that Police Chief Auspos was at the Finance Committee to <br />request renewing the towing contract with Duane's Towing as opposed to going out for <br />bids. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to approve the <br />contract with Duane's Towing for towing service for the term of January 4, 1995 through <br />January 3, 1996. <br /> <br />Motion carried, Voting Yes: Mayor Gilbertson and Councilmember Zimmerman. Voting <br />No: None. Abstain: Councilmember Hardin. Absent: Councilmembers Beyer and <br />Peterson. <br /> <br />Ms. Hart stated that another issue discussed at the Finance Committee level was more <br />storage for the Police Department. Based upon discussions between the Police Department <br />and the Public Works Department, it was determined that a secure property storage area <br />could be constructed in the metal Public Works building located at 14100 Jaspar Street <br />N.W. The cost, utilizing City employees for construction labor, would be approximately <br />$1,000. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Resolution <br />g94-11-258 authorizing a budget amendment for the construction of a property storage <br />facility in the metal Public Works building at 14100 Saspar Street N.W. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman. <br />Voting No: None. Absent: Couneilmembers Beyer and Peterson. <br /> <br />Ms. Hart reported that the Finance Committee reviewed the proposed schedule of rates, <br />fees and charges and recommended approval, with the exception of the fee for refuse <br />haulers. The Committee determined those rates would stay the same until further <br />discussion. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbenson to adopt Resolution <br />g94-11-259 approving the 1995 Schedule of Rates, Fees and Charges, as presented, with <br />the exception of the refuse haulers. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman. <br />Voting No: None.
