Case #2: Receive Recommendation for Fire Chief from the Personnel <br /> Committee <br /> <br />City Administxative Schroeder stated that the Personnel Committee met earlier this evening <br />and is recommending Dean Kapler for the position of Fire Chief. <br /> <br />Motion by Mayor Cdlbertson and seconded by Councilmember Hardin to offer the position <br />of Fire Chief to Dean Kapler. <br /> <br />Further discussion: Comments from the Council were that Mr. Kapler is a good choice. <br /> <br />Motion eau'fled. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Zimmerman. <br />Voting No: None. Absent: Couneilmembers Beyer and Peterson. <br /> <br />Case #3: Ramsey 67/McKinley Street <br /> <br />City Attorney Goodrich informed Council he has a purchase agreement signed by Anoka <br />67 Partnership. The price is $225,000, with the seller doing the cleanup which is estimated <br />at $15,000. He stated that since Council last discussed this, we have had Hakanson <br />Anderson doing a more accurate acreage. It would be 39.5 acres at $5,715 per acre. The <br />large parcel is 36.87 acres and the smaller one is 2.5 acres. The proposal would be for a <br />cash sale, with closing scheduled for December 15, 1994. The seller would have to clean <br />up the area prior to the closing date. There is an addendum related to environmental <br />concerns, although the City feels there isn't anything there. For $2,000, the City could <br />hire an environmental specialist to make a determination of the hazards. <br /> <br />Mayor Gilbertson inquired about the kind of debris Mr. Goodrich is speaking of. <br /> <br />Mr. Goodrich stated there are appliances, a 265-gallon fuel oil tank, some wood, 55-gallon <br />drums with unknown liquid, etc. He added that the seller would pay the State deed stamps <br />and the City would pay the closing costs which would be minimal. <br /> <br />Councilrnember Hardin inquired if they are planning to remove the debris this weekend and <br />if the City is going to supervise the removal. He stated if there should be a large snowfall, <br />the City will not know if it's cleaned up or not. <br /> <br />Mr. Goodrich stated he could add language to the agreement to hold money in escrow to <br />cover that in case it's not all taken care of. <br /> <br />Councilmember Hardin suggested having a Phase I done. <br /> <br />Mr. Schroeder stated he did not know if there's ever been anything done on the property. <br /> <br />Mayor Crilbertson asked what if we leave it open to be Phase I7 <br /> <br />Mr. Goodrich stated it would have to be in the purchase agreement. <br /> <br />Councilmember Hardin stated he is more concerned about what's in the barrels. <br /> <br />Mayor Oilbenson stated we have the option open for Phase I which would delay the <br />closing date. <br /> <br />Mr. Schroeder stated that the City called for a Phase I on the Minnesota Sawdust building. <br /> <br />City Council/November 22, 1994 <br /> Page 8 of 11 <br /> <br /> <br />
