Voting No: None. <br /> <br />Case #11: Amendment to Section 9.03.04 Titled Conditional Use Permits <br /> <br />City Administrator Schroeder stated that in review of the City's Comprehensive Plan, the <br />Metropolitan Council has informed us that we have a major glitch in the procedure for <br />issuing Conditional Use Permits. This is based upon the City not listing that when a <br />structure is greater than 200 feet in height, it will notify the Minnesota Department of <br />Transportation. He presented a proposed ordinance that would amend Section 9.03.04 to <br />include notification of MnDOT. He stated that the Planning Commission conducted a <br />public hearing on the proposed ordinance and no verbal or written comments were <br />received. Staff and the Planning Commission are recommending introduction and finally <br />adoption of the ordinance mending this section. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to <br />introduce the ordinance amending Chapter 9 of the Ramsey City Code to include <br />notification of MnDOT if the height of a building exceeds 200 feet above ground level. <br /> <br />Motion carded. Voting No: None. <br /> <br />Case #1:t: Anoka Electric Cooperative Development Agreement <br /> <br />City Administrator Schroeder stated that the purpose of this case is to request Council <br />approve the Anoka Electric Cooperative Development Agreement He stated the agreement <br />is standard form with a couple of changes. Because it's not a tax increment district but an <br />economic development district, we have to deal with some district issues. He explained <br />that the numbers in the agreement relate to SAC, WAC, etc. The numbers are estimates; <br />however, the actual numbers will be supplanted when they are known. <br /> <br />Councilmember Beyer inquired if this agreement had been reviewed and approved by the <br />City Attorney. <br /> <br />City Attorney Goodrich stated he had not reviewed it. <br /> <br />Councilmember Beyer stated an agreement is important and should be reviewed and <br />approved by the City Attorney first. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to approve the <br />Anoka Electric Cooperative Development Agreement contingent upon approval of the City <br />Attorney. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #13: Waste Management of Minnesota Property Acquisition <br /> <br />City Attorney Goodrich handed out some materials pertaining to the Waste Management <br />property acquisition. He stated that what shows on the map he distributed is a 300 foot <br />setback from the toe of the landfill. The Minnesota Pollution Control Agency requires it be <br />reserved for Waste Management. The City is asking for street access to our parcel from <br />151st Avenue N.W. On the 22 acres, we will be required to give easement to them. <br />Relating to the drainage basin - they will need access from 153rd Avenue N.W.
