In the event the meeting is after <br />December, Councilmember Peterson will take Mayor Gilbertson's place. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Case 08: <br /> <br />Request for Preliminary Plat Approval of Town Houses of <br />Rum River Hills; Case of Wilbur Dorn and Thomas Anderson <br /> <br />Mr. Wilbur Dom was not yet present at the meeting; therefore, Mr. Schroeder asked to <br />have discussion of this case delayed until Mr. Dom arrives. <br /> <br />Case #10: Urban and Community Forestry Challenge Grant <br /> <br />Finance Officer Hart stated that the City of Ramsey applied for and received an Urban and <br />Community Forestry Challenge Grant in the amount of $4,000 for 1994. The grant was <br />written to accomplish a computerized base map of the City, overlay showing City tree <br />cover, apply nee cover and inventory data to enhance current programs, develop a tree <br />conservation ordinance with reforestation fund, outline both a short and long-range plan for <br />Ixee planting in the City and to develop the capability to do site specific recommendations. <br />The City will also be acquiring the ability to update existing maps, including zoning, as- <br />builts, shoreland, and wetland maps. Ms. Hart continued that the City negotiated an <br />amendment to the land use comprehensive plan work plan with RLK Associates in order to <br />conduct the work contemplated within the grant program. They have provided the City <br />with a proposal indicating a cost of $5,000 to provide us with the required maps outlined in <br />the grant application. The consultants have also reviewed the use of the information from <br />Anoka County GIS and provided that review in their proposal. Ms. Hart stated it would <br />appear that $3,000 of the cost could be funded through the grant and $2,000 as the required <br />cash contribution from the City under the grant agreement as previously approved. This <br />cash contribution will be funded through the abatement activity fund as it is <br />environmentally related. Ms. Hart recommended entering into a contract with RLK <br />Associates for the computerized mapping of the City of Ramsey at a not-to-exceed cost of <br />$5,000. <br /> <br />Councilmember Zimmerman stated that in the future, some of these other ones (shoreland <br />and wetland) could be coordinated with Anoka County. <br /> <br />Ms. Hart stated that RLK is working with the County. She added that this does not <br />assume paasage of the conservation ordinance. Ms. Hart added that the $3,000 would be <br />used for mapping but the City probably would not be able to use the other $1,000. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to adopt <br />Resolution g94-12-266 authorizing the Mayor and City Administrator to enter into a <br />contract with RLK, in an amount not to exceed $5,000, for computerized mapping of the <br />City, in conjunction with the Urban Forestry Challenge Grant. <br /> <br />City Council/December 13, 1994 <br /> Page 11 of 19 <br /> <br /> <br />
