Councilmember Beyer stated that, based on the fact that at the public hearing, Option #3 is <br />the one that was shown on the proposed tax statements, and the only complaints received <br />were on the increased property value, she would vote for Option #3. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #94-12-264 based on Option #3 - 6.87 percent hacrease. <br /> <br />Further discussion: Councilmcmbcr Hardin stated that thc voters ought to be able to hear <br />what the proposed funds are going to be used for and what this will do to next years taxes. <br />ff Council is going to recommend more than we need to, you ought to inform voters right <br />now. Couneilmember Beyer stated there are always things that come up in the course of <br />the year and we need to pull money from one fund to cover another. Councilmember <br />Hardin stated there would be $31,000 in a contingency fund for that. Couneilmember <br />Beyer stated we should not have to "rob Peter to pay Paul". Mayor Gilbenson stated that <br />Councilmember Hardin made a good point. Councilmember Hardin reiterated that the <br />contingency fund is a fund to pull money from if needed. Councilmember Beyer stated that <br />the residents are not complaining about dollar amounts. Councilmember Hardin stated that <br />the residents were concerned about their taxes going up. Councilmember Beyer stated they <br />were concerned about their property value going up. Mayor Gilbenson stated that every <br />year it's three and four dollars here and there - pretty soon you're talking about a lot of <br />money. <br /> <br />Motion failed. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: Mayor <br />Gilbertson, Councilmembers Hardin and Peterson. <br /> <br />Councilmember Zimmerman stated that the option just talked about is the one that passed in <br />Septemb~. He suggested that the election sure changed people. <br /> <br />Mayor Gilbertson stated the election didn't change him. <br /> <br />Councilmember Hardin stated the election didn't change his stand either. <br /> <br />Motion by Councilmember Peterson to compromise and adopt Resolution #c)4-12-264 <br />based on Option ~2 - 5.13 percent increase. <br /> <br />Motion failed for lack of a second. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt <br />Resolution ~)4-12-264 based on Option #1 - 3.93 percent increase. <br /> <br />Motion em'fled.
