Councilmember Beyer stated that, based on the fact that at the public hearing, Option #3 is the one that was shown on the proposed tax statements, and the only complaints received were on the increased property value, she would vote for Option #3. Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt Resolution #94-12-264 based on Option #3 - 6.87 percent hacrease. Further discussion: Councilmcmbcr Hardin stated that thc voters ought to be able to hear what the proposed funds are going to be used for and what this will do to next years taxes. ff Council is going to recommend more than we need to, you ought to inform voters right now. Couneilmember Beyer stated there are always things that come up in the course of the year and we need to pull money from one fund to cover another. Councilmember Hardin stated there would be $31,000 in a contingency fund for that. Couneilmember Beyer stated we should not have to "rob Peter to pay Paul". Mayor Gilbenson stated that Councilmember Hardin made a good point. Councilmember Hardin reiterated that the contingency fund is a fund to pull money from if needed. Councilmember Beyer stated that the residents are not complaining about dollar amounts. Councilmember Hardin stated that the residents were concerned about their taxes going up. Councilmember Beyer stated they were concerned about their property value going up. Mayor Gilbenson stated that every year it's three and four dollars here and there - pretty soon you're talking about a lot of money. Motion failed. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: Mayor Gilbertson, Councilmembers Hardin and Peterson. Councilmember Zimmerman stated that the option just talked about is the one that passed in Septemb~. He suggested that the election sure changed people. Mayor Gilbertson stated the election didn't change him. Councilmember Hardin stated the election didn't change his stand either. Motion by Councilmember Peterson to compromise and adopt Resolution #c)4-12-264 based on Option ~2 - 5.13 percent increase. Motion failed for lack of a second. Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt Resolution ~)4-12-264 based on Option #1 - 3.93 percent increase. Motion em'fled. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin. Voting No: Councilmembers Beyer and Zimmerman. Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt Resolution #94-12-265 adopting the 1995 City of Ramsey General Fund Operating budget. Motion c~m'ied. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and Zimmennan. Voting No: None. Case ~v/: Request for Amendment to Site Plan; Case of Stephen J. Franta, Canvas Craft Zoning Administrator Frolik stated that the area of Canvas Craft she was addressing in the case is the area approved in the site plan.
