Council Business <br /> <br />Mayor Gilbertson called the regular portion of the City Council meeting back to order at <br />7:16 p.m. <br /> <br />Motion by Councilmember Hardin and seconded by Couneilmembers Beyer to introduce <br />the ordinance authorizing vacation of the drainage and utility easements dedicated along the <br />borders of Lot 2, Block 2, and Ouflot C, of Rum River Hills Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: City Council Schedule for December <br /> <br />Consensus of the Council was to cancel the second meeting in December and direct Staff to <br />post such notice at City Hall. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to designate <br />Councilmember Hardin to review the bills at City Hall on December 28, 1994. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin <br />and Zimmerman. Voting No: None. <br /> <br />Case #3: Presentation of Water Supply and Distribution Plan <br /> <br />City Engineer Jankowski stated that in August 1993, the City retained Bonestroo Rosene <br />Anderlik & Associates to conduct an analysis of the City's water utility and prepare a plan <br />that would guide the short and long-term development of the utility. <br /> <br />Mark Rolls, Boncstroo Rosene Andcrlik & Associates, was present. He suggested that <br />this plan should be submitted to the Metropolitan Council. It would give them time to <br />comment and get it back to the City of Ramsey prior to adoption of the Comprehensive <br />Plan. He stated that his fh'm has developed a land use plan specifically for this report. It's <br />different from what Council is adopting, but they had to start with something. He <br />summarized the water study that Council had received previously. He also touched on the <br />Anoka water interconnect. He reviewed the Capital Improvements Program and looked at <br />the water demand associated with that. The overall cost estimate is about $15 million. <br /> <br />Councilmember Hardin inquired of Mr. Jankowski how the table (referring to the CIP <br />portion) fits into what the City has budgeted. <br /> <br />Mr. Jankowsld stated that it is quite close to the five-year CIP. He added that he has been <br />communicating with Bonestroo during the process. <br /> <br />Councilmember Hardin inquired of Mr. Rolfs if there are any problem areas. <br /> <br />Mr. Rolfs stated that the only thing out of the ordinary is the distance you have to go out to <br />the west; the interconnect will work real well. He added that Highway gl0 is a bit unusual. <br /> <br />Discussion ensued about the time and water demand and Mr. Rolls stated that the time <br />estimates arc just estimates. <br /> <br />Councilmcmber Zimmcrman stated that Tower #2 on Industry Boulevard seems to be close <br />to the landfill and inquired if there would be any problem due to contamination. <br /> <br />City Council/December 13, 1994 <br /> Page 6 of 19 <br /> <br /> <br />
