Council Business

Mayor Gilbertson called the regular portion of the City Council meeting back to order at
7:16 p.m.

Motion by Councilmember Hardin and seconded by Couneilmembers Beyer to introduce
the ordinance authorizing vacation of the drainage and utility easements dedicated along the
borders of Lot 2, Block 2, and Ouflot C, of Rum River Hills Addition.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Peterson
and Zimmerman. Voting No: None.

Case #2: City Council Schedule for December

Consensus of the Council was to cancel the second meeting in December and direct Staff to
post such notice at City Hall.

Motion by Councilmember Peterson and seconded by Mayor Gilbertson to designate
Councilmember Hardin to review the bills at City Hall on December 28, 1994.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin
and Zimmerman. Voting No: None.

Case #3: Presentation of Water Supply and Distribution Plan

City Engineer Jankowski stated that in August 1993, the City retained Bonestroo Rosene
Anderlik & Associates to conduct an analysis of the City's water utility and prepare a plan
that would guide the short and long-term development of the utility.

Mark Rolls, Boncstroo Rosene Andcrlik & Associates, was present. He suggested that
this plan should be submitted to the Metropolitan Council. It would give them time to
comment and get it back to the City of Ramsey prior to adoption of the Comprehensive
Plan. He stated that his fh'm has developed a land use plan specifically for this report. It's
different from what Council is adopting, but they had to start with something. He
summarized the water study that Council had received previously. He also touched on the
Anoka water interconnect. He reviewed the Capital Improvements Program and looked at
the water demand associated with that. The overall cost estimate is about $15 million.

Councilmember Hardin inquired of Mr. Jankowski how the table (referring to the CIP
portion) fits into what the City has budgeted.

Mr. Jankowsld stated that it is quite close to the five-year CIP. He added that he has been
communicating with Bonestroo during the process.

Councilmember Hardin inquired of Mr. Rolfs if there are any problem areas.

Mr. Rolfs stated that the only thing out of the ordinary is the distance you have to go out to
the west; the interconnect will work real well. He added that Highway gl0 is a bit unusual.

Discussion ensued about the time and water demand and Mr. Rolls stated that the time
estimates arc just estimates.

Councilmcmber Zimmcrman stated that Tower #2 on Industry Boulevard seems to be close
to the landfill and inquired if there would be any problem due to contamination.

City Council/December 13, 1994
