I
I
ie

I
I
I
I
I
I

I
I
I
I
I
I

CASE

ENVIRONMENTAL EXPO AND TREE SALE
By: Mark Boos, Parks/Utilities Coordinator

Background:

Assuming we[have a tree sale this year, it will be the 19th Annual Tree Sale and the Fifth Annual
Environmental Expo which is quite a record! Incidentally, the City sponsored tree sale is now
emulated by. riaany communities, including Andover and Oak Grove, as of last year. Expo/Tree
Sale planning will begin this month. We hope to engage residents to supplement staff time and
increase involvement as we did last year. It is expected that the tentative May 1, 1993 event will be
similar to yeasts past, although perhaps, minus the "round table discussions". Questions that the
Budget Commi'ttee may want to address include:

· Should we continue the Environmental Expo in addition to the Tree Sale?

· Should a naturalist or "program" similar to the Raptor Center's be featured? If so, the
Budg~ Committee will need to allocate approximately $300 to $600 for Expo related
educational entertainment and rmscellaneous ~tems 0.e., postage and incidentals).

May 1, 1993 is the preferred date for the tree sale date as opposed to the traditional last
Saturday in April for two reasons: 1) wea[,h, er may be more clement; and 2) we have had
difficulty attracting various agencies due to Earth Day" celebrations typically occurring that
weekend. Staff intends that the Pet Clinic also occur on this Saturday with the Bike Road-
eo andClean-up Day tentatively scheduled for the following weekend.

Preparatory to these events, the Budget Committee will need to determine if, or under what
circumstances, City Staff should receive pay for these Saturday affairs. The only person to
receive pay during the Tree Sale/Expo, that I am aware of, was the Environmental
Speci~ist who reported for duty at 6:00 a.m. to coordinate tree vendor activities. The five
or six hours he worked were within the week's 20 hour average and consistent with prior
years,

Enclosed is information from the 1992 Environmental Expo and a copy of the letter from Staff sent
to prior year's .vendors.

Budget Committee Action:

Provide Staff with general planning guidance and direct Staff to bring the Budget Committee and
detailed Tree Sale/Environmental Expo proposal with costs as soon as it is available.

Reviewed By: Copies also Distributed to:

Parks/Utilities Coordinator

City Administrator
Finance Officer
Project Manager
Personnel Coordinator
Environmental Specialist

BC:01-26-93
