MOBIL DATA TERMINALS FOR POLICE SQUADS
by Jeff Arneson

BACKGROUND:

MDT's (Mobil Data Terminals) are basically computers in
cars. T~,ey allow an ,:,f'ficer to dc, anything a dispatcher (:~r'~ d,:::,
except criminal histories. The officer can check drivers ].icensc.)
records, :warrants, vehicle registration and stolen .status, and
article Stolen status without using the dispatcher. These checks
usually take up to 5 minutes and on busy weekends can take up t,:::,
2.0 minLt~es through the dispatcher. The typical response time
using the MDT's is 15-20 seconds. This response time was
obtained from Hennepin County who has had the MDT system fc, r 3
years. Other agencies that have the MDT's are: State Patrc, 1
Ramsey County and S't Cloud PD. The other metro counties a~'e :in
the procmss of installing the system or, as Anc, ka County, in the
planning ;stages.

The idea ,.-.,f MDT's fc, r Anoka C,:.,ur)ty was brought before the C,::,ur'ity
B,::,ard in 1989. At that time it was decided to be t,.':,c, expensive
and the p!',:).ject was denied. In 1992 it was decided the (]Ol~tl"lty
would pay for 1 MDT for ear. h Anoka Cc, unty law enforcement ager:~cy.

At the MDT User []c, mmittee meeting ,.-.,n 1~-21--93 a price increase was
anne, uneeda. We were alsc, advised that Hennepin Cc, unty's contract
expires c,: n ~)-b--~¢..'* -'-'- ~ Under the c,::,ntract the per unit c:,::,s'b is'
$~.~8~.~. After the ~:,:,ntract expires the cc, st will be $5280, a
~;1300 per unit increase. Anc, ka Bounty can put in.an ,::,rder fc, r
the units prior to 3-6-93 to receive the lower price and takc~
delivery later in the year when the system is ready. This da't(-~
is projected to be in July, 19'33.
