CASE CR #116 CORRIDOR STUDY By: Steve Jankowski, City Engineer Background:, Late in 1998, fthe City had requested that Anoka County consider a project on CR #116 between TH #47 and CR #56 (Sunfish Lake Boulevard). Subsequently, the City was advised that such a project would be best facilitated by first performing a corridor study, in order to devise both a construction ~ nd access management plan for the entire corridor which has been identified by the County to rt~ from CSAH #7 to TH #10. The cost of this study was originally estimated to be about $30,00( but after defining the work elements it is felt that a budget at between $40,000 to $50,000 may be a more conservative estimate. Originally the cost of the study was proposed to be funded 50~ by the County and 50% by the City of Ramsey and City of Anoka. Attached is a draft Joint P(~wers Agreement (JPA) prepared by Anoka County along with a draft of the Request for l:roposal which outlines the scope of the work. The JPA forwarded to us by the County had no proposed cost distribution between Ramsey and Anoka, however, based upon the proportional distance of centerline in each community, a 35%/15% split for Ramsey and Anoka ,~ would be justified. Recommendation: Staff reconmiends the City enter into the draft JPA with the City of Anoka aad the County for the preparatto~ of a CR #116 comdor study in an amount not to exceed $17,500 which would be funded through Tax Increment Financing (TIF). Committee Action: Motion to recommend to the City Council that they authorize entering into a Joint Powers Agreement with the City of Anoka and Anoka County, to prepare a corridor study for CR #116, and that an a}nount, not to exceed $17,500.00, be allocated from Tax Increment Financing to finance the City's share of the study.
