CASE # /

REQUEST FOR STOP SIGNS AT VARIOUS LOCATIONS
By: Steve Jankowski, City Engineer

Background: ;

This case is intended to examine and make recommendations for the placement of stop signs,
which have been requested at three locations. Attached are letters requesting the signage, along
with a map ot~ each location.

144th LANE AND TUNGSTEN WAY

Site Distance: The intersection was viewed for site distance from all four approaches. Although
Tungsten Str6et has a moderate downward grade proceeding to the north, it was observed that the
limiting factor for sight distance are the home on all four comers of the intersection. This leads
to the conclusion that the sight distances are no poorer at this intersection than any randomly
chosen intersection in the sewer and water district which have similar structure setbacks.

Accident His.tory: A review of the accident history for the five year period, including 1993
through 199~, shows one accident at this intersection which occurred in 1995. This accident
.
~nvolved only a single vehicle, which left the roadway close to the intersection. It was not an
accident, which resulted from failure to yield the proper right-of-way.

Traffic Counts: One function of a stop sign is to assign right-of-way to the main street over
lesser-traveled streets. The petitioner's letter points out that the primary road is not clear. A
traffic count ~howed only 15 vehicles in a one-hour period during the late afternoon, from 4:45
p.m. to 5:45 p.m.. Therefore, the traffic differential between roads, if any, is unknown.

Speed AssesSment: The petitioner's letter references high speed through the intersection. Stop
signs have b6en shown to be ineffective for speed control for a distance of between 100 to 200
feet from the intersection, and tend to cause mid-block speeds to increase.

WACO AND 142ND LANE

Site Distance~ The sight distance is reasonably good from all approaches.

Accident His{ory.: A review of the five year accident history of this intersection, between June 1,
1993 and De~ember 31, 1997, shows two accidents. These two accidents occurred in 1993 and
1994. The two existing stop signs were placed in 1996.

G:luserslCity Shar~ FilelCOLINCILCIStop Signs 5-18-99.doc 05/14/99
