He added, however, he would <br />like to see the State and County's comments on the accesses. <br /> <br />Motion by (2ommissioner Deemer to table the sketch plan until comments from the State and <br />County were. received. <br /> <br />Further Discussion: Chairperson Bawden stated the Commission should grant approval of the <br />sketch plan cOntingent upon MnDOT approval. <br /> <br />The motion died for lack of a second. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend City <br />Council approve the sketch plan as presented contingent upon compliance with City Staff review <br />letter dated February 11, 1993 and contingent upon an access onto Trunk Highway #47 located <br />approximatellg 900 ft. south of 149th Avenue. <br /> <br />Motion Carri~l. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen, <br />Holland, Terry and Thorud. Voting No: None. Absent: None. <br /> <br />Case g"/: Status of Transportation Issues <br /> <br />Engineer Jankowski stated the Commission has been very interested in one particular segment of <br />the city thoroughfare plan but that the City is basically locked into the existing MUSA that it has <br />until the defiCiencies in the entire thoroughfare plan are addressed. He advised that he is scheduled <br />to meet with the Finance Committee to solicit input on how to proceed with the update, and if they <br />do not have any sources for funding, he will ask for some type of priority to initiate the process. <br />Mr. Jankowsl~i stated it needs to be done correctly this time, including obtaining input from the <br />various transl/0rtation departments involved. <br /> <br />Commissionor Hendriksen inquired why there hasn't been a public hearing on this matter. He <br />stated that he feels City Council and Staff do not want this issue in front of the citizens of Ramsey. <br /> <br />Mr. Jankowsld stated the City needs to determine the reasoning behind the line on the map in order <br />to present it aI a public heating. He stated the study would not take very long, but that someone <br />with expertise!and adequate time and resources is needed to perform the task. <br /> <br />Commissioner Deemer stated the City didn't need to spend $10,000 to obtain a consultant for the <br />transportation plan. <br /> <br />Chairperson Bawden inquired whether Commissioner Hendriksen was interested in a public <br />hearing. <br /> <br />Commissione~ Hendriksen stated that a major plan is in place for a certain part of Ramsey that has <br />never received any public disclosure, documentation, etc. He requested 1 1/2 years ago that <br />information be disseminated and a public heating be held for residents, but as a Commissioner he <br />has been unable to get this to happen. He now feels he needs to act on this as a citizen. <br /> <br />Commissioner Hendriksen stated the citizens of Ramsey and their representatives have the fight to <br />propose what ihey feel is best for them regardless of MnDOT or the County of Anoka, and they <br />should not be ~lenied that right. <br /> <br />Planning & Zoning Commission/2/16/93 <br /> Page 8 of 10 <br /> <br /> <br />
