He stated he will take it to the Finance Committee for direction and <br />priorities. <br /> <br />Commission~,r Hendriksen stated that the Commission made a motion to put this one issue on the <br />City Couneills agenda, and he would like a response to that as opposed to it becoming a full blown <br />study. <br /> <br />Case #8: Proposed Ordinance to Amend the B-I Business District <br /> <br />Zoning Administrator Frolik stated that in accordance with amendments made to the B-3 and B-2 <br />Business Districts, the permitted uses in the B-1 Business District have been amended to include <br />those uses already determined acceptable with a conditional use permit contingent upon meeting <br />certain criteriit which have been converted into performance standards. She added that a January 1, <br />1997 date ha~ been included for all properties to be in conformance with site improvements. <br /> <br />Commissioner Deemer stated that B-1 is the City's most restrictive zone, and he would like to limit <br />that to eating and drinking establishments and eliminate motor vehicle services and fast food <br />restaurants from this district. He stated that B-1 is going to be located next to residential and he <br />doesn't want to see a McDonald's going up next to residential. <br /> <br />Ms. Frolik add.ed that Staff is also getting requests for daycare centers to be added to the B-1 <br />District as permitted uses. <br /> <br />Commissione~ Hendriksen inquired about current zoning for fast-food restaurants. <br /> <br />Ms. Frolik cot~f'amed that a fast-food restaurant would be permitted in the B-1 District. <br /> <br />Commission~' Deemer mentioned the Commission just amended Rivenwick's zoning to include a <br />B-1 buffer bgtween the R-1 Residential District and the B-3 Business District. Fast-food <br />restaurants ar~ not appropriate in a district intended to buffer residential from intense commercial <br />districts. <br /> <br />Motion by COmmissioner Holland and seconded by Commissioner LaDue to recommend City <br />Council adopt Ordinance #93-X amending the B-1 Business District regulations. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Hendriksen, <br />Terry and Thorud. Voting No: Commissioner Deemer. Absent: None. <br /> <br />Case #9: 'Proposed Ordinance to Repeal the Rural Business District and <br /> . Rezone Rural Business Properties to B-I Business <br /> <br />Zoning Admi ,nistrator Frolik stated the merging of the B- 1 Business and Rural Business Districts <br />requires repelling the Rural Business District, deleting references to Rural Business from City <br />Code, and am{riding the zoning map to rezone Rural Business properties to B-1 Business. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to recommend that City <br />Council adop{~ an ordinance to repeal the Rural Business District and rezone Rural Business <br />properties to B- 1 Business. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Deemer, Hendriksen, <br />Holland, Terry and Thorud. Voting No: None.
