Chairperson Bawden, Commissioners <br />Deemer, Hol~nd, LaDue and Thorud were in favor of letting it go as long as the lots contained the <br />minimum araa but not quite 10,800 square feet high and dry. Commissioners Hendriksen and <br />Terry were against. <br /> <br />Commissioner Terry referenced the 8 lots east of Waco and stated the density should be lightened <br />up to maybe 5 lots to minimize the impact with neighboring housing. <br /> <br />Mr. Emmeric~h stated that they bought the lots based on 8 stubbed services. He added that buyers <br />are attracted tO the depth of the lots rather than the width. <br /> <br />Chairperson :Bawden polled the Commission regarding the 8 lots. Chairperson Bawden, <br />Commissione}rs Holland, LaDue, Terry and Thorud were in favor of keeping the proposed 8 lots. <br />Commissione~rs Deemer and Hendriksen were against. <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner LaDue to recommend City <br />Council grant preliminary plat approval to Amber Ridge contingent upon submittal of modified <br />grading and drainage plans and compliance with City Staff review letter dated February 23, 1993, <br />except those l.~ots adjacent to the wetlands be approved as not achieving 10,800 sq. ft. of area above <br />the wetland Ilecause to do so will require significant redesign of the northwest corner of the plat <br />and because of the non-severity of said wetlands, and also granting variance to the length of the <br />dead end street (Argon) south of 147th Lane N.W. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Holland, <br />Terry and Thorud. Voting No: Commissioner Hendriksen. Absent: None. <br /> <br />Case #3: <br /> <br />Request to Rezone Certain Property in the Proposed Plat of Amber <br />Ridge from B-2 Business and R-3 Urban Residential to R-1 Urban <br />Residential; case of Albin Peterson and Creekview Crossing <br />Partnership <br /> <br />Zoning Administrator Frolik stated that the applicants are in the process of platting Amber Ridge, <br />which consists of approximately 61 acres, and to be developed with single family homes. She <br />explained that to do so, approximately 40 acres currently zoned B-2 Business and R-3 Urban <br />Residential needs to be rezoned to R-1 Urban Residential. <br /> <br />The Planningiand Zoning Commissioner reviewed the proposed Findings of Fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Ten'y to amend Finding 4/9 to <br />read That the proposed zomng amendment will not substannally adversely ~mpmr the use or <br />market value of any surrounding property. <br /> <br />Motion carrie4:l. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDiue and Thorud. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend Finding #10 to <br />read "That the~ proposed zoning amendment will not change the essential character of the area." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaD~ue and Thorud. Voting No: None.
