She stated that either the Planning and Zoning Commission could reconvene <br />until later or that City Council could hold an additional public hearing. <br /> <br />Mr. Georges ~ommcnted that opening up 148th opens up traffic flow in River's Bend. He stated <br />there is one entrance at the north and the south in River's Bend. <br /> <br />Bob Edward~, 14891 Waco Street N.W. - stated he has the northern-most lot in River's Bend, <br />adjacent to t~is development. He pointed out that in the area where 8 lots are platted in this <br />development~ they will abut only 2 lots in Rum River Acres. He added that on the river side of <br />Waco Street N.W. in River's Bend, adjacent to these 8 lots, there are covenants of $150,000 and <br />above for home value, and that these are very large homes. He was concerned about instant <br />concentrafior~ of what he assumed would be low-priced houses. He stated he would like to see a <br />transition froth one development to the other, maybe platting 4-6 houses instead of 8 to give people <br />room to bmld~a racer home. He commented that he's happy to see Gary Gotham involved because <br />he builds nice houses. <br /> <br />Jan Jensen, 14526 Waco Street N.W. - was concerned about an access from this plat onto Trunk <br />Highway #47~, She stated that there is already excessive traffic flow on T.H. g47. <br />Mr. Jankowsl~i explained T.H. g47 will have to be redesigned to provide a safe site distance at this <br />location, and ihis process will involve property mediately to the south of this plat. <br /> <br />Jim Holm, 14901 Suniper Ridge Drive N.W. - stated his lot in Rum Acres 2nd would back up to 4 <br />or 5 lots located on the east side of Waco in this development. He mentioned that years ago when <br />he was on the[Planning and Zoning Commission, a new sewer and water trunk was proposed, and <br />that the coneel'n at that time was high density on the lots in Juniper Woods. He stated that the City <br />required a buffer zone between the urban and rural neighborhoods so there would be a little more <br />aesthetic feeling. Mr. Holm suggested one-acre lots be platted in this area. <br /> <br />Commissioner Deemer inquired whether Mr. Holm would be willing to give them a through street <br />where his cul3de-sac dead ends. <br /> <br />Mr. Holm replied no, he prefers the cul-de-sac. He stated, however, that if you plat 8 lots in there <br />it would diminish the market value of the substantial houses existing in this area. He also <br />commented t,hat with the way Waco Street was designed, being 80 feet wide, people have a <br />tendency to drive 55 m.p.h., and with higher density housing, some children are going to get <br />killed. <br /> <br />Bob Weed, 5 ~06 - 150th Lane N.W. - inquired about the em'rent zoning of commercial and multi- <br />family, and lV~. Frolik explained the layout. <br /> <br />Mr. Weed inq,uired about the average lot size and value of house going in there. <br /> <br />Tony Emmeri.gh, representing Creekview Crossing Partnership, advised that they will be doing an <br />orderly transition from the existing houses in the surrounding area to this development. He <br />compared thisfplan to that of Hills of Bunker Lake in Andover. He stated the value of the housing <br />in Amber Ridge will range from $100,000 to $200,000. <br /> <br />Commissioner Deemer added that the lots proposed in this development are the same size as those <br />in River's Beng that are not on the river. <br /> <br /> PUblic Hearing/Planning & Zoning Commission/March 2, 1993 <br /> Page 2 of 5 <br /> <br /> <br />
