Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, Lal~ue, and Terry. Voting No: None. Absent: Commissioner Thorud. <br /> <br />Case #2: Request to Discuss Mississippi River Toll Bridge Theory; case of <br /> Wayne Johnson <br /> <br />Mr. Wayne Johnson and Mr. Dick Knutson gave a brief presentation on thc concept of a toll bridge <br />facility across the Mississippi River between Dayton and Ramsey. They stated that the State of <br />Minnesota has no mention in their 20-year plans for a Dayton-Ramsey Bridge, and this is an <br />alternative method to expedite the river-crossing. They stated that in 1989, Ramsey confu'med <br />their interest in such a project, and in 1991 the City of Champlin and the City of Anoka each <br />passed resoltifions in support of the project. They added that there would be no cost to the City for <br />such a bridg6, and that it would open up more commercial and land development generating more <br />revenues. They also stated the City would receive property taxes from the bridge. Mr. Knutson <br />expounded ~ a toll bridge they constructed in Fargo-Moorhead, and stated that while it is not yet <br />showing a profit, it is covering the cost and expense of operation. He explained that the Cities of <br />Moorhead Md Fargo only paid for the cost of their respective approach to the bridge, but that the <br />City of RamSey could possibly receive federal funding to pay for their approach.. He advised that <br />there is a p~rrnissive bill that allows for private toll bridges where there is no other funding <br />available. <br /> <br />Commissioner Hendriksen stated he would have to oppose the building of a private toll bridge <br />because it precludes any future building by the Highway Department of a free bridge for public <br />USe. <br /> <br />Mr. Johnson ~tated that the toll bridge would ultimately revert back to public ownership when the <br />contractual period of 25 years expires. <br /> <br />Chairperson .,~awden supported the toll bridge theory, and stated that money from the tolls also <br />pays for improvements to the road. <br /> <br />Mr. Johnson i stated that a feasibility study is needed to determine if this would be a worthwhile <br />project, but h.e needs the support of the communities involved before spending further time and <br />expense. : <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council con.qider adopting a resolution supporting the toll bridge as an alternative concept to a <br />publicly funded bridge. <br /> <br />Discussion: Commissioner Hendriksen stated it was very premature to recommend this type of <br />motion. He f~elt the Commission did not have enough information to recommend supporting this <br />endeavor. COmmissioner Deemer stated the City needs to support the concept if they are to see a <br />feasibility st't/dy performed. <br /> <br />Motion failed. Voting Yes: Chairperson Bawden, Commissioners Deemer and Terry. Voting No: <br />Commission6,rs Hendriksen, Holland and LaDue.
