Motion by Comrnissioner Deemer and seconded by Commissioner Terry to add a finding to read <br />"An informatiOnaL meeting regarding the proposed compost facility was held on November 30, <br />1993, and the minutes from that meeting are attached." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDu~ and Thorud. Voting No: None. <br /> <br />Motion by Corgnnissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council adopt ~th" · amended findings of fact relating to IPS's request for a CUP for an enclosed <br />organic compost facility. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry and Thomd. Voting No: Commissioner Hendriksen. <br /> <br />The Commission proceeded to review the terms of the conditional use permit. <br /> <br />Ms. Frolik explained that the "Term" (#1) was revised because IPS wanted a better guarantee due <br />to the size of their investment. <br /> <br />Chairperson Bawden's only concern with that change had to do with possible transfer of <br />ownership, aheMs, Frolik stated that subject was addressed in #36. <br /> <br />Commissioner Hendriksen noted that with respect to "Noise" (#5), there has been a problem in the <br />past regardingl heavy equipment equipped with back-up beepers at a decibel that has been <br />objectionable tO the neighbors. <br /> <br />Mr. Otter expl~ned that the loader will be operating mostly inside the building. He did say they <br />will have a loa~$er outside also, but it will be backed by the landfill and buffered by the filling, so <br />he did not see a!problem with noise. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to amend #8 to read <br />"... The outside storage of debris or junk materials and inoperable vehicles and equipment shall <br /> exclusive otherwise permitted in this CUP." <br />not be permitte~, of raw materials <br /> <br />Motion carried.i Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Terry, Deemer, <br />Holland, LaDue, and Thomd.
