<br />Motion by COmmissioner Deemer to amend #31 to read "That the proposed use will not be
<br />disturbing to existing neighboring uses." (Deleting the words "or furore.")

<br />CommissionerHendriksen stated that the Commission needs to determine whether the proposed
<br />use will be distgrbing to future neighboring uses, not to delete reference to it.
<br />
<br />Commissioner Deemer withdrew his rnofion for further discussion.

<br />Further Discussion: Commissioner Hendriksen stated he fek the Commission was being rushed to
<br />make a decisiola on this matter, which he views as a reincarnation of the old dump. Chairperson
<br />Bawden inqu' ,ffexl how many people were notified of the public hearing, and Ms. Frolik advised
<br />that the mailing lists were on pages 14-16 in the agenda. Commissioner Thorud observed that
<br />there were only. two individual families on the list, however, Chairperson Bawden noted that, as a
<br />matter of law, .the groper people were notified. Commissioner Hendriksen stated that although that
<br />is true, there ate homes miles away which are affected by the presence of the landfill, and the
<br />prospect of th4 la.,ndfill continuing, albeit in another form, will still affect them. Chairperson
<br />Bawden also m, en~oned that IPS went beyond the law by holding a neighborhood information
<br />meeting prior t0 the public hearing. Commissioner Hendriksen stated he believes there are many
<br />families that ar~ unaware of this proposal, and he feels the Commission is unable to address this
<br />finding until Cljairperson Bawden and Commissioner Deemer remm from touring the facilities in
<br />New York. Dtbn Otter, Regional Landfill Manager of Waste Management of Wisconsin, Inc.,
<br />stated that they ~ proposing a very sophisticated plant which they feel will be advantageous to the
<br />City of Ramsey,. He advised that they are on the agendas of the other agencies involved, however
<br />since these agencies will need to know whether the City of Ramsey approves, IPS is working with
<br />the City first. :

<br />#35 and #36 to l, eflect that these findings are unknown.
