Express Advertising has been contacted by local businesses wanting to <br />advertise in the Ramsey Resident. She stated that even though Express Advertising would <br />contact businesses for advertising, the City of Ramsey is in charge of the paper and would <br />determine what goes in the paper and where it would go. She stated there are many <br />unanswered questions but if the Committee is interested, Staff will proceed for the <br />answers. <br /> <br />Councilmember Beyer stated she has a problem with advertising but if it would mean <br />saving money, it might be worth considering. <br /> <br />The Finance Committee directed that Ms. McAloney get a copy of Champlin and Andover's <br />papers that are done by Express Advertising, and bring this case back for review at a <br />subsequent meeting. <br /> <br />Case #6: Transportation Planning <br /> <br />City Engineer Jankowski stated that the Planning and Zoning Commission has requested <br />that Staff take action on a particular issue relating to the transportation element of the City's <br />Comprehensive Plan. It has raised concern over the designation of collectors and arterials <br />in the vicinity of the future Mississippi River bridge crossing. Specifically the plan <br />designates that Trunk Highway g47 be re-routed down Ramsey Boulevard N.W. as a State <br />Trunk Highway link to the bridge crossing. The Planning and Zoning Commission has <br />indicated that this element of the plan was adopted without adequate review and input from <br />their Commission. Staff concurs with the Planning and Zoning Commission that this is a <br />significant issue which needs to be addressed. Mr. Jankowski stated that in reviewing the <br />existing transportation element of the plan, it becomes apparent that a number of additional <br />issues would indicate a need for a comprehensive review of the plan's transportation <br />element. Mr. Jankowski summarized these items. <br /> <br />City Administrator Schroeder stated that the City will be requesting dollars from CDBG <br />Funds for land use and once that is done, the next step would be the transportation plan. <br /> <br />Mr. Jankowsld stated that the plan would be amended and sent to Anoka County. <br /> <br />Councilmember Hardin suggested that Staff ch'aft a memo to the Planning and Zoning <br />Commission thanking them and asking for their comments. <br /> <br />Mr. Schroeder felt that the memo should say that because of their suggestions, Council has <br />allocated money for dealing with their main concem. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />recommend that Council allocate up to $25,000 for a land use and a transportation plan. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Zimmerman, Beyer and Hardin. <br />Voting No: None. Absent: Mayor Gilbertson. <br /> <br />Case 07: General 1992 Fund Revenues and Expenditures <br /> <br />Finance Officer Helling stated that the General Fund is again under budget and we are <br />expecting additional LGA. All Department Heads will be looking at the list of items that <br />were cut in 1992 and bring back a recommendation at the March 9, 1993 meeting. <br /> <br />Finance Committee/February 23, 1993 <br /> Page 3 of 4 <br /> <br /> <br />
