significant fluctuations from year to year as changes in MSA, CDBG, grants and other <br />intergovernmental revenue received outside of the General Fund directly impact the designated <br />Genera[ ~und working capital. She presented a table demonstrating such fluctuations. She <br />explain~Rl that a more common method of designating fund balance for purposes of working capital <br />is to use one-half of the General Fund's upcoming year budgeted expenditures. The method of <br />designating working capital has been reviewed with the City's auditors. <br /> <br />Motion .by Counci!member Zimmerman and seconded by Mayor Gilbertson to recommend that <br />City Com!eil adopt the resolution establishing a financial policy for the purpose of designating the <br />working ~apital portion of the General Fund Balance. <br /> <br />Motion rO~'~edo Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman and Peterson. <br />Voting NO: None. Absent: Couneilmembers Beyer and Hardin. <br /> <br />Case ~4: <br /> <br />Request to Purchase Truck and Equipment for Public Works <br />Department <br /> <br />Public Work~ Supervisor Mevissen stated he received very reasonable bids, ($8,500 less than the <br />original budget request) and that he also was quoted a larger amount for a trade-in than he <br />e×pected. <br /> <br />Motion by Councilmember Peterson and seconded by Counci!member Zirnmerman to recommend <br />that Council adopt the resolution awarding the purchase of the Public Works truck from Iten <br />Chevrolet for a net cost of $11,978.41 and the purchase of the equipment from J-Craft for a <br />purchase price of $7,938.00. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Zimmerman. <br />Voting NO: None. Absent: Councilmember Beyer and Hardin. <br /> <br />Case #$: 1993 Clean.up Day <br /> <br />Project Manager Gromberg stated that the clean-up day format is basically the same as in past years <br />and summarized what will be offered to the residents this year. He recommended allocating funds <br />in an ammmt.not to exceed $7,171 for the 1993 Ramsey Clean-up Day. The funding source would <br />be the Lar~dfiil Tipping Fee - Restricted Portion. <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to recommend that <br />City Council adopt the resolution establishing a budget for the 1993 Ramsey Clean-up Day. <br /> <br />Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman and Peterson. <br />Voting No: None. Absent: Councilmembers Beyer and Hardin. <br /> <br />Councilmember Hardin arrived. <br /> <br />City Engineer Jankowski arrived. <br /> <br />Case #6: Request for Advertisement for Bids Computer System Replacement <br /> for Police Department <br /> <br />Police Investigator Arneson reported some of the problems the Police Department has been <br />experieti0ing with their computer system. He has completed the review of the Police computer <br />system, as directed, and is suggesting requesting bids to replace the TI 990 mini-computer with a <br />total PC~system, replace the TI 990 mini-computer plus a PC computer work station with network <br />system, or keeping the TI 990 mini-computer plus a PC computer work station with network <br />system; all options with new printers.
