Finance Officer Helling reminded the Committee that Officer Arneson is asking only for <br />anthorimfion to solicit bids and will be asking vendors to suggest what they feel best meets the <br />needs of the Police Department. <br /> <br />Motion by Councilmember Peterson and Councilmember Hardin to direct the solicitation of bids <br />for a new system based on a PC system for the Police Department <br /> <br />Motion carried. Voting Yes: Mayor Gilbenson, Councilmembers Peterson, Hardin and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #3: Lower Rum River Water Management Organization <br /> <br />City Engineer lankowski stated that the LRRWMO had an assessment that was significantly <br />increased from the previous year. City Council requested more information as to the reason for the <br />increase, · The organization was not assessing the full amount of what they were budgeting. He <br />stated that Finance Officer Helling has suggested paying the first half of the payment to the <br />LRRWM0 now and the second half in August and to advise them that the City is looking at the six <br />months working capital reserve for its fund balance and will be making less of a payment. This <br />will allow them time to discuss the issue. <br /> <br />Discussion ensued having a Councilmember attend the meetings. Mrs. Helling suggested this be <br />discussed after the joint meeting with the City of Anoka. <br /> <br />When asked about self-funding, Mr. Jankowski replied that the actual consulting engineer cost of <br />the permit reviews are to be borne by the applicant. <br /> <br />Upon inquiry if the WMO is required by State Statutes, Mr. Jankowski replied that if the WMO <br />ceases to exist, the county would have to supply these services. <br /> <br />Counciimember Hardin expressed concern that the City of Ramsey is bearing 42% of the budget <br />burden. <br /> <br />Motion by Couneilmember Hardin and seconded by Councilmember Zimmerman to recommend <br />that Cotmcil direct Staff to make the first payment due to the Lower Rum River Water Management <br />Organization but to research options such as the cost of Anoka County administering the <br />watershed, the cost of administering the watershed in-house, reorganization of what currently <br />exists or modifying what currently exists and research other Metro Area watersheds. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman and <br />Peterson. Voting No: None. Absent: Councilmember Beyer. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gilbcrtson, Councilmembers Zimmerman, Hardin and <br />Peterson; Voting No: None.
