Mrs. Helling reported that the Cities of Plymouth and Dayton <br />require i00%, Champlin requires 110%, Apple Valley requires' 125% and Blaine, Line <br />Lakes, COon Rapids and Brooklyn Park require 150%. All improvement projects are <br />public in the City of Andover. <br /> <br />Consensus of the Finance Committee was that .Staff shOuld continue to monitor banking <br />requireml~nta that could impact development feasibility and the security requirements of <br />other ci~[0s and that no amendment to financial securities required for private development <br />projects I~ made at this time. Financial securities as required by City Code should be left <br />aS IS. <br /> <br />Case #$: 1992 Ramsey BuSiness Expo <br /> <br />Finance Officer Helling stated that last August, Council authorized a $2,000.00 <br />contribution to the Anoka Area Chamber of Commerce for the purpose of providing "seed" <br />money fOr the 1992 Ramsey Business Expo. The City has now received a $1,050.05 <br />refund. Mrs. Helling reported that this refund is for a 1992 expenditure and she has <br />credited the deposit to miscellaneous 1993 revenue. <br /> <br />No action by the Committee was necessary as this case was for informational purposes <br />only. <br /> <br />Case 86: Supplemental Solid Waste Abatement Grant <br /> <br />City AdwAnistrator Schroeder stated the CitY received a check from Anoka CountY as a <br />bonus forexceeding the CitY's 1992 recycling goal. The amount is $8,422.92 and must be <br />used for:~01id waste recycling, problem material management, or yard waste programs. He <br />suggested. :~using the funds for the completion of the brash chipping at Central Park and the <br />removal 0f the unchippable material to the Anoka CountY wood processing site at $5.50 per <br />cubic y~d. Contracting out for this chipping would not exceed $2,000. The rest of the <br />funds could be applied to the City for costs incurred for the 1993 Clean-up Day. <br /> <br />Councilmember Hardin stated he would like to see Central Park no longer used for a <br />chipping drop-off. <br /> <br />Parks/Utilities Coordinator Boos offered a couple suggestions of where the drop-off could <br />be and als0 about signage to keep people from continuing to drop off chipping material at <br />Central Park. He stated he would continue to work on getting the problem solved and the <br />park cleaned up. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to recommend that <br />City Council designate the bonus award aS follows: an amount not-to-exceed $2,000 for <br />outside contracting for brash chipping at Central Park and the remaining balance for the <br />1993 Cleai~-up Day costs. <br /> <br />Motion carried. Voting Yes: Mayor Gilbert.son, Councilmembers Hardin, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case g/: Space Needs Study <br /> <br />CitY AdmLnistrator Schroeder stated that Council authorized Staff to contract for a space <br />needs study in an amount not-to-exceed $20,000 to evaluate the Public Works, Police and <br />Fire facilities.
