deposited to the City's Expendable Landfill Trust Fund and to direct the Finance Officer to <br />prepare, a~ resolution confirming the Finance Committee's action for the Ramsey City <br />Council, e~onsent agenda of June 22, 1993. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Case ~: Update on Utility Billing <br /> <br />Finance~Officer Helling stated that in July 1992, Staff was approached by representatives <br />of Anoka, Electric Cooperative to ascertain the City's interest level in contracting out the <br />serviceSof ulility billing. This opportunity was discussed with the Finance CommiRee and <br />it was ag~xl Staff would work with AEC to determine the feasibility of this project. Staff <br />feels it is a good alternative for the City to look at. <br /> <br />Councilmember Beyer stated there will be a cost and she is opposed to it. She added she <br />favors having the control of the billing. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to direct Staff to <br />continue', to pursue having Anoka Electric Cooperative do the billing and determine the cost <br />for this Service. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Couneilmembers Hardin and Peterson. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Case #6: Multi-Family Housing/Senior Housing <br /> <br />City Adm. !txistrator Schroeder stated there has been discussion in the past relating to multi- <br />family and senior housing. He felt the City ought to think about what to do to encourage <br />this type of housing and inquired to what extent this idea should be pursued. <br /> <br />Councilmember Zimmerman suggested checking with the City of Ham Lake to see how <br />their senior housing is doing. <br /> <br />Councilmember Beyer felt the City of Ramsey doesn't really have an area close to medical <br />centers, shopping centers, etc. which are what seniors want to be close to. <br /> <br />Councilmember Peterson stated there is not the expense of needing more parks and <br />ballfields with senior residents. <br /> <br />The Finance Committee directed Staff to get information from Anoka regarding their <br />vacancies, etc. in their senior housing buildings and to place this item on a future agenda <br />for discussion along with the Community Development Block Grant money. <br /> <br />Case 07: 1993 . 1998 Capital Improvement Program <br /> <br />Discussion ensued about whether or not Central Park would continue to be the main park <br />and what plans Federal Hoffman has for the property. The trail system was discussed and <br />also using the land around the landfill for ball fields. <br /> <br />The Finance Committee directed that Staff monitor what development is happening at <br />Central Park and what Federal Hoffman may want to do with the property and also inquire <br />of the Park and Recreation Commission what their feelings are with regard to Central <br />Park's development progress.
