Mr. C.n'omb~g cautioned that if the City decides to go with a different recycling company, <br />the sam~ pick up dates and recyclables should be made available as the residents are <br />familiar with the program the way it is now. <br /> <br />Discussion ensued regarding the options for recycling and organized City-wide refuse pick- <br />up. <br /> <br />Councilmember Hardin suggested meeting with all the licensed rubbish haulers in the City <br />within the next 30 days to discuss the different options for recycling and rubbish pick-up. <br /> <br />Consensus of the Finance Committee was to extend the recycling contract on a month-to- <br />month basis until the City has a chance to review the options and set up a meeting with all <br />the haulers. <br /> <br />Case #2: Need for Topographic Mapping <br /> <br />City Engineer Jankowski stated that Anoka County has completed its aerial photography of <br />the entir'e area. He stated that U.S.G.S. quadrangle maps which provide 10 foot contour <br />intervals on a scale of one inch equaling 2,000 feet are available to the City. The aerial <br />photographs available are at a scale of one inch equals 200 feet. The aerial photos provide <br />excellent information relative to horizontal spatial relation. He stated that many <br />communities have enhanced the capabilities of these aerial photographs by adding <br />topographic information which includes two foot contours. Mr. Jankowski explained how <br />useful the topographic mapping would be to the developers. He stated that the <br />communities who have undertaken similar topographic mapping have recovered part or all <br />of the costs by charging the developer a fee based upon acreage at the time of plat <br />recording, He proposed a phased approach to the mapping since it would be a significant <br />expense for the City. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />recommend that Council initiate obtaining the information with regard to topographic <br />mapping by allocating $30,000 in the 1994 budget. <br /> <br />Further discussion: Councilmember Hardin inquired if this topographic mapping would be <br />a "one time thing" of if they would have to be updated. Mr. Jankowski felt they would <br />eventually have to be updated but it would be years before it would have to be done. <br />Councilrriember Hardin inquired how many acres have been platted in the last couple of <br />years to which City Administrator Schroeder replied that there have been 20 to 30 plats <br />done since 1989. Mr. Jankowski felt that the City could recoup its cost within five to ten <br />years. Councilmember Zimmerman stated that the topo mapping will show the water area <br />also and: the total benefit of the topo mapping would be extremely helpful for the City <br />Engineer. Councilmember Hardin inquired why this request was not included in the <br />budget before. He stated the motion does not mention where the funding for this mapping <br />is going to come from. Finance Officer Helling stated that the intent is to designate dollars <br />in advance. Councilmember Hardin stated his concern is that Council is allocating $30,000 <br />from a budget that is unknown as yet. Mr. Jankowski stated that his intent was not to lock <br />this intolthe 1994 budget but more to bring out all these questions. Councilmember <br />Zimmerman added that no other city that he knows of has had to do this mapping twice. <br />Councilmcmber Hardin stated he would not agree to earmarking any money for anything <br />not knowing where it is going to come from. <br /> <br />Amendment by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />allocate $30,000 in the 1994 budget with the funding to come out of a combination of <br />planning and engineering. <br /> <br />Amendment carried. Voting Yes: Councilmembers Zimmerman, Beyer and Peterson. <br />Voting NO: Couneilmember Hardin.
