Mr. <br />Dubats was concerned that his utility bills were based on the SAC. Ms. Hart explained the <br />billing procedure and stated that Mr. Dubats seemed comfortable with her explanation. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />reconm~nd to the City Council that past practice be followed in the assignment of SAC <br />credits with the MWCC and apply them for use City-wide. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and <br />Peterson. No: None. Absent: CouncilmemberHardin. <br /> Voting <br /> <br />Case #4: Report on 1993 Arbor Events and Environmental Expo <br /> <br />Environmental Specialist Bacon summarized the 1993 arbor events and Environmental <br />Expo for the Finance Committee. He thanked Council for their support of the events. He <br />stated it was the fa'st year any fund raising could be done because the Anoka County Tree <br />Board was also participating in the events. Mr. Bacon asked if Council would consider <br />allowing: the money left over from the '93 events to be allocated toward 1994 arbor events. <br /> <br />Consensus of the Committee was that Mr. Bacon would a written proposal of what <br /> present <br />he would like to do with the money for the 1994 arbor events. <br /> <br />Case #$: Report from Finance Officer on June 30, 1993 Interim <br /> Financial Report - Actual as Compared to Budget <br /> <br />Finance Officer Hart presented the Interim Financial Statements - Actual as Compared to <br />Budget for the six months ended June 30, 1993. She felt the expenditures and revenues <br />are at an average. . . <br />Case #6: Change m 1993 Community School Budget Due to 180 <br /> Notification Requirement in Joint Powers Agreement <br /> <br />Finance Officer Hart stated that $12,000 had been budgeted for the Community Education <br />Program in 1993 and the actual charge was $12,608. At some point in time, after the 1993 <br />budget wa~ adopted, a change was requested in the service level that was to be provided by <br />the school district for the Community Education Programs. This change was to have a <br />Community School Coordinator rather than an Assistant Community School Coordinator. <br />There is a Stipulation in the joint powers agreement that either party must notify the other of <br />changes M service by giving at least 180 days notification On January 1. The 180 day <br />deadline was extended to February 1, 1993 and this one month extension resulted in an <br />additional cost.of $1,900. Staff is requesting that City Council authorize the payment of <br />$12,608 plus the $1,900, and to discuss the Community Education Program funding level. <br />The increase is estimated at $13,746 for 1994. <br /> <br />Mayor Gilbertson suggested that what was budgeted is what they should be paid. <br /> <br />City Administrator $12,608 relatively close,was uncertain how <br /> Schroeder <br /> felt <br /> that <br /> is <br /> He <br />the $1,900 charge happened, but it did and he felt it would be in bad faith not to pay it.
